I will note that I don't understand Peum's claim (I'll come back to that claim if it's true), but it would be really weird if ECat is mayor again and is mafia. The only way that you can keep a role is via the person you try to pass to dying. They'd be able to use mayor today because they didn't D1 (I assume), so there's technically mafia benefit to pass and kill the same person. It could be a play, and it's more likely that a player keeping a role is mafia than town, just because it's weirdly specific I guess.
