Evolution question

if u have a pokemon and u cancel its evolotion for a level and make it evolve next level will it be weaker then a pokemon that hadnt canceled its evolution?

Absolutely not.

It makes NO difference whatsoever when you evolve it, whether it be lv 5 or lv 99, it will have the same stats.
