First of all, I'd like to point out that I'm French and there may be spelling mistakes in my texts. I apologize if that's the case.
Being a rather neglected team type these days, I decided to try to make a team with only level 1 Pokémon in Gen 9.
The problem is that Aron and Togedemaru are no longer available, many Pokémon have lost quite a few important moves in their movepool, especially Magic Coat and Toxic (the latter being the most effective way to deal damage), Hail has become Snow and no longer deals damage, and most importantly, BERRY JUICE IS NOT AVAILABLE IN 9G AND THE ORAN BERRY IS NOT ENOUGH IN MOST CASES.
Suffice to say, the challenge is far from easy. But, I tried to make do with what I had at hand.
PS: All the Pokémon are Tera Ghost since it offers two immunities (Normal and Fighting) and allows for anti-spin, and I don't think I need to explain why EVs are useless here.
In addition, you can imagine that Heavy Duty Boots bother the team quite a bit (as well as the multi-hit moves, the Rocky Helmet, the Magic Guard and Magic Bounce abilities, Ghost-type Pokémon, especially with Substitute, and the Poison-type Pokemon and especially Haxx (And it's cumulative. I've already faced an Hatterene with Heavy Duty Boots, a Venusaur with Rocky Helmet and a Ho-oh with Dual Wingbeat). It's the kind of team that's not easy to handle (since you have to improvise a lot), but, when you win, you're very happy).

Hatenna is our little lead, allowing us to set up Trick Room, which is perfect since our Pokémon will inevitably be slower than the others since they have as many fewer levels as Jay-Z has problems.
Healing Wish allows us to offer free set-up and allows us to take advantage of the attack's new mechanic, which means it will remain suspended until a weakened Pokémon enters the field. This means we can switch a Pokémon with Sturdy at 1 HP, and it will reactivate its steadiness when it returns to the field, which is cool.
Protect is there to block Fake Outs.
And Trick... well, the leftovers are pretty annoying for FEAR teams, so it can help just in case. We can play Nuzzle instead if you feel lucky with Para Haxx, but we won't use this attack often.
Alex Hitchen (Salandit) (M) @ Focus Sash
Ability: Corrosion
Level: 1
Tera Type: Ghost
EVs: 60 Spe
Timid Nature
IVs: 0 Atk
- Toxic
- Toxic Spikes
- Taunt
- Endeavor
It's a Pokémon with Toxic and Toxic Spikes at 9G and can Toxic Steel and Poison types with its Corrosion ability. That helps.
It can also remove Toxic Spikes, if needed.
Taunt is there to prevent the opponent from setting entry hazards, after Bibichut's work, which really hurt our Pokémon since they rely heavily on their Focus Sash or Sturdy.
Endeavor is FEAR's standard attack.
Pom2p1 (Pineco) @ Red Card
Ability: Sturdy
Level: 1

EVs: 156 Spe
Bold Nature

But the main advantage of this item is to be able to better manage Shed Tail Cyclizar with a Shadow Rider Calyrex (you can't break the clone of a Ghost-type Pokemon with a level 1 team).
Or else, you can just spam Pain Split if you just want to kill the opponent slowly with the poison applied by Salandit if you needed to take it out first (with Toxic Spikes or Toxic).
Gravity allows you to better manage Flying-type Pokémon by making sure they take Toxic Spikes (and also to not miss Leech Seed).
Rapid Spin is there because entry hazards are very disruptive to the team.
Boufbowl (Cottonee) @ Focus Sash
Ability: Prankster
Level: 1

Cottonee is still in the game. He's as strong and cancerous as ever with Leech Seed, Substitute, and Encore.
You place the Leech Seed, he holds out for a hit with the Focus Sash, then you wait for the opponent to die from the Vampigraine by spamming Substitute. If the opponent makes a non-offensive attack, you use Encore.
Endeavor allows you to do something if he's the target of Taunt (and he's a FEAR, so you play Endeavor).
RPZ Pokemon Go! (Donphan) @ Shell Bell
Ability: Sturdy
Level: 1
Tera Type: Ghost
EVs: 116 Atk / 116 Def / 196 SpD
Impish Nature
- Endeavor
- Ice Shard

- Sandstorm
The new kid on the FEAR team. And yes, level 1 Donphan. It's a long one to explain.
His job is to replace Aron with the Shell Bell, Endeavor, and the priority of Ice Shard, which doesn't have immunity.
Protect is there for Fake Outs, and Sandstorm is there to chain kills by spamming Endeavor if the opponent has no more Rock, Ground, or Steel-type Pokémon (you can use Hatenna's Healing Wish to get a free turn).
