I've been playing Pokemon for a while and only recently decided to start playing competitively. I looked around Smogon, reading various articles and Pokemon and came up with this:

Empoleon @ Choice Specs
Nature: Mild
EVs: 4 Atk/252 Spe/252 SpA
- Surf
- Ice Beam
- Grass Knot
- Earthquake

First off, I wanted to use Empoleon. A great many resistances and decent SpA, I figured I could use him as a nice sweeper, but also decided to make him my lead to take out various Leads with force, so naturally I used Choice Specs to boost him. Surf is the STAB move, Ice Beam and Grass Knot to take out various types, and Earthquake is a nice addition to help against Magnezone and other steel types like Forretress.

Scizor @ Life Orb (Technician)
Nature: Lonely
EVs: 6 Hp/252 Atk/252 Spe
- Bullet Punch
- Hidden Power (Fire)
- Pursuit
- U-Turn

Scizor works as a nice physical attacker. With technician, not only are Bullet Punch and Pursuit great attacks, but it also boosts HP Fire, which helps against Steel Types (especially Magnezone) and Grass types.

Magnezone @ Choice Specs (Magnet Pull)
Nature: Quiet
EVs: 24 Atk/234 Def/ 252 SpA
- Explosion
- Flash Cannon
- Hidden Power (Fire)
- Thunderbolt

I recognized Magnezone as a great counter to many steel-types like Forretress, Skarmory and Scizor. His great SpA, when combined with Choice Specs, can usually OHKO and of those Pokemon. HP Fire is the easiest way to take them down, but with Thunderbolt/Cannon he also becomes a nice check to Pokemon like Tyranitar, Salamence and becoems a reliable revenge-killer. He can yusually take down a Pokemon or two with him, and Explosion cna ensure another one taken down as well.

Gengar @ Choice Scarf
Nature: Timid
EVs: 252 Spe/252 SpA/6 SpD
- Giga Drain
- Hidden Power (Ice)
- Shadow Ball
- Thunderbolt

A great revenge-killer and answer to many threats. Also absorbs Rapid Spin, which is nice. Scarf is there to outspeed other Scarfed Pokemon, and ensure that Gengar hits fast and hard. Thunderbolt and Shadowball work great agaisnt a variety of Pokemon, whereas Giga Drain can make him a great check to bulky waters and especially Swampert. HP Ice is for those pesky Dragons like Salamence/Dragonite, which, with Scarf, Gengar can usually take down quickly.

Foretress @ Leftovers
Nature: Relaxed
EVs: 252 Hp/6 Atk/252 Def
- Explosion
- Rapid Spin
- Stealth Rock
- Toxic Spikes

My Rapid Spinner, SR and Toxic Spiker. Explosion/Rapid Spin are usually seen on Forretress, so that's no surprise. EVs are dedicated to Hp/Def, making Forretress a Physical wall that's hard to take down. This gives me time to set up SR/Toxic Spikes reliably, before Exploding. I opted not to run payback in this set, as my team needed SR/Toxic Spikes spread more than it needed Payback.

Latias @ Leftovers
Nature: Bold
EVs: 252 HP/168 Def/90 SpD)
- Psychic
- Recover
- Roar
- Thunder Wave

I noticed that my team was Infernape-weak, so I brought in Latias, who resisted one of Ape's STAB attacks, as well as getting a Super-effective STAB herself. Thunder Wave especially helps to slow down Pokemon for Magnezone, as its speed is generally sub-prime. Recover/Leftovers give her a steady health regeneration to keep up against sweepers, as well as Roar to get rid of boosted Curse/Dragon Dance.

Additional Comments
- I seem to be weak to special walls, namely Blissey. My only strong physical attacker is Scizor, who, with Life Orb, can't take out Blissey with Softboiled/Seismic Toss. Perhaps a Pokemon with Wish support, or a Strong Fighting-type Pokemon/attack?
 
First off, scizor needs superpower over hp:fire, it still hits steels and scizor has suckish sp.att
I think gengar might appreciate focus blast for tyranitar and scizor
Now onto some of the larger stuff:
Empoleon: I am sorry, but that is a horrible set. Earthquake is not boosted, there are better specs users, like heatran. You could change it to the lead empoleon set, with aqua jet, surf, stealth rock, and ice beam/grass knot. This allows empoleon to help forretress out, since he now has an open moveslot with stealth rock gone. But why do you have a forretress, when your team doesn't need spin and are too offensive for t-spikes? If you want a bulky steel, try skarm, who has recovery, spikes, and whirlwind for set uppers.
I gotta say, what is up with the latias set? If you want something to stop set uppers, latias isn't a great roarer against things like ddmence. This is where skarm comes in. With him winding, latias is free to run a more traditional set, and I would reccomend max speed to outspeed infernapes if you hate them that much. Now, gengar and latias are very similar pokemon, so if you want, you can change latias to scarf with trick, recover, surf, and dragon pulse. Now, you can replace gengar with something to take out speciel walls. Although scizor does great, especielly with superpower, tyranitar is a huge threat to this team, even with skarm. So, you can run machamp in gengars slot with no gaurd d-punch to counter fighters and make opponets angry.
