Approved Find Unrated Battles

Remove the Unrated Random Battle format and give the option to find a random opponent in every format, without laddering.

There are discussions underway to allow for unranked laddering in all formats, we still need to work out the details for how it would work. The plan is to co-mingle the ladders such that in certain scenarios unrated players could be matched with rated players, details are still very much a WIP.
