The ability doesn't matter to much, but since rain teams are almost never used in uu (banned drizzle and no infinite) rain dish is useless.
As for moves, i will always keep dark pulse and aura sphere are musts, scald is a toss up with water pulse, but i prefer burn to confusion, and protect is very controversial. I might replace it with dragon pulse.
This is what i think the best pokemon in uu, rivaled closely by florges.

The ability and item are obvious, since sand veil is useless for the same reasons as rain dish and lefties are kinda obvious lol.
As for moves, It makes it an obvious lead. with rocks+rapid spin.
earthquake and stone edge for hitting flying types and stab.
I always lead with donphan, stealth rock, then see where i stand.

expert belt instead of life orb because.....i dont like life orb.
moxie because of superpower.
as for moves, sucker punch for priority, pursuit to trap, brave bird for stab, and superpower for coverage.
I said blastoise is the best 'mon in uu, but i thing honch needs to get banned.

lefties because..yeah... the ability is obvious, and for the moves?
its my "comeback" pokemon. i rarely use it until it is the last pokemon left. it curses to raise attack and defense, recovers when need be, and dual stab is dual stab lol. You might be suprised with the special tankiness, but i put that and i can comeback and sweep a lot with this.

As for my last pokemon, im looking at a specs mon. my two main options are chandy and nidoking. if you could, please help me decide.

So first of all i see only 5 mons... You need to have 6 mons for us to rate. Also it would be nice if you described your mons a little more thoroughly. The describtion with "comeback" or "when it somes in, something's gonna die" isnt really helpful... And have you used this team in competitive battles before? Since you lack a 6th Pokémon. Before posting here i like to use my team to the fullest in competitive battle and tweak before people actually have to rate it.

Blastoise: So your set on Blastoise i rather interesting. Personally i like Water Pulse over Scald because of higher base power (95 iirc). I suggest removing Protect with either Rapid Spin or Ice Beam.

Donphan: Donphan isnt one of the best Stone Edge users because his Ice Shard is far more appealing due to the priority. Therefore i suggest switching them.

Honchkrow: If you dont like Life Orb (which is amazing on Honchkrow, you cant deny it), you might want to switch Expert Belt with either Black Glasses or a Dark Gem for more power with Sucker Punch. Substitute or Heat Wave are also moves you might consider.

Quagsire: Because you already have a Ground type and Water type i suggest using other Pokémon. There are better Curse Pokémon out there and it gives you more weakness to Grass types. Quagsire gives you more the same weaknesses.

for your 6th Pokémon you consider Chandelure or Nidoking but neither are usually specs Pokémon, Nidoking benefits more from LO Sheer Force and Chandelure is an excellent Scarf Pokémon.

Thats all i have to say for now, more in depth if you add more description and have a 6th Pokémon
