This is my first analysis, so bear with me. I don't have PO yet (I'm really new to all this), so I'm not sure how well this is going to work. Here it goes.
Floatzel
[Overview]

Floatzel got screwed on a number of levels. First of all, it's been stuck in NU since Gen IV. Second, its main boost (Drizzle + Swift Swim) got banned to the Uber tier. Third, it's pretty much the same as it was in Gen IV; it didn't get much.

Despite this mutiny, Floatzel can hold up pretty well when partnered with Kyogre in Uber. It becomes the fastest Pokemon in the game. Not even a Scarfed Timid Deoxys-S can outspeed it. Partner that with a great Attack stat, amazing movepool, and Switcheroo, and you have yourself a why-the-hell-is-nobody-using-this-guy Pokemon.

[SET]
name: Uber SubPunch
move 1: Substitute
move 2: Focus Punch
move 3: Waterfall
move 4: Ice Punch
nature: Adamant
item: Life Orb/Leftovers
evs: 252 Atk / 216 HP / 40 Spd
[SET COMMENTS]

Gen IV Floatzel is as good as Gen V Floatzel because it's the same concept. DrizzleSwim Substitute into Focus Punch. STAB Waterfall to abuse Drizzle (as if you aren't already), and Ice Punch to take out every Dragon-type in Uber.

[ADDITIONAL COMMENTS]

Regarding the EVs, you don't need to put very many in Speed, because you're already wicked fast. But if you really want to flick off Deoxys-S to the max, add more Speed EVs.

Of course you're going to need Kyogre to make this set work in the Uber tier. Otherwise you're just embarrassing yourself.

[SET]
name: Uber Choice Band
move 1: Waterfall
move 2: Return
move 3: Ice Fang
move 4: Switcheroo
nature: Adamant
item: Choice Band
evs: 252 Atk / 176 HP / 80 Spd
[SET COMMENTS]

Floatzel is a great Choice Band Pokemon. Your first three moves are for if you choose to actually use the Choice Band. Switcheroo screws every Pokemon that doesn't already have a Choice item, in which case you're screwed. Oh well :)

[ADDITIONAL COMMENTS]

The same thing about the EVs in the last set applies: add more to Speed if you really want to piss everyone off. You could use Ice Punch instead of Ice Fang, but then you'd have to stick with the Choice Band regardless, as you'd lose Switcheroo.

[SET]
name: Uber Choice Scarf
move 1: Switcheroo
move 2: Waterfall/Aqua Jet
move 3: Ice Fang
move 4: Return
nature: Jolly
item: Choice Scarf
evs: 252 Atk / 252 Spd / 4 HP
[SET COMMENTS]

This is basically the same as the Choice Band set, but with a totally different idea. It's a 100% middle finger to Deoxys-S. It's basically saying, "You can even be using a Choice Scarf and I'll still outspeed you!" Other than to really piss off your opponent, there's no need to use this set as you'll be faster than everything else anyway.

[ADDITIONAL COMMENTS]

You can't use Ice Punch this time around; you need the Switcheroo. Also, you need the 252 Speed EVs to outspeed Scarfed Deoxys-S. I have Aqua Jet there for added annoyance.

[Other Options]

Other than what I've already said, there's not much else Floatzel can do in the Uber tier. He could use Pursuit when partnered with Switcheroo, but other Pokemon can do this better. Still, it's an option. You could also use a Ring Target to make any Flying-type Earthquake-able, or any Ghost-type capable of being hit by Fighting Arceus, but this strategy works better in the lower Tiers.

[Checks and Counters]

Ferrothorn! Ferrothorn walls Floatzel easy; just watch out for Ice Punch/Fang. Priority Pokemon like Thundurus can outspeed it. Thundurus does an especially good job because it can use Thunder Wave to paralyze Floatzel, and then Thunder it into oblivion.

[Dream World]

Floatzel gets Water Veil from the Dream World. This only helps him in the lower Tiers, because he need Swift Swim to survive in Uber.
