After a Scale Shot, Flygon outspeeds the entire unboosted metagame and discourages Ground-immune or resistant Pokemon like Talonflame or Oricorio-E from switching in on it. Earthquake likewise rocks Dragon-immune and resistant foes, 2HKOing Diancie and Registeel. you can compress these two sentences just by saying that EQ + Scale Shot have great offensive synergy, the way you have it now is a bit fluffy. Substitute capitalizes on the switches Flygon forces on defensive and slower offensive threats like Alolan Muk, Dragalge, and Lucario. Tera Steel blocks opposing Flygon and Dragalge blocks what? I think rewording this to just say it inverts Flygon's weaknesses (Fairy Ice Dragon) is better while gaining additional setup opportunities on Cinccino and Vileplume.
Special sweepers like Lucario and Toxicroak can take on physical walls like Vileplume and Vaporeon that Flygon struggles with Sub Flygon should own Vileplume so maybe it's worth mentioning Avalugg instead?. Other cleaners setup sweepers like Feraligatr and Gallade can also help break early-game to allow Flygon to clean late-game, working together to muscle through the opposition. Fast and slow pivots like Talonflame, Munkidori, Swamper and Deoxys-Defense can grant Flygon safer entry. honestly this entire second paragraph can be condensed into "HO mons work well to overwhelm shared checks with Flygon" each sentence kinda says the same thing in a different way if that makes sense, just list all these solid partners together in one sentence, using the fact that Flygon isn't the strongest guy ever as a reason for power houses like Gatr and Gallade to help out (something like "Flygon can struggle to break through tanks like Vaporeon and Swampert, so it appreciates setup sweepers like Feraligatr and Gallade weakening the opposition". You can mention the VoltTurn pivots after.
