Working towards 100 analyses, this is 93.

[Overview]
-It has a very powerful STAB outrage.
-It's fairly slow but after a Dragon Dance or two it can compete
-Its movepool has nothing to hit Steel-types
-Eviolite can be used to make it bulky
-Dragon Dance and Swords Dance set it apart from Druddigon. It isn't weak to Fighting like Zweilous.
-Both of its abilities are fairly useless. It has no moves that take advantage of Mold Breaker, and Rivalry is just unreliable.

[SET COMMENTS]
-Eviolite gives Fraxure chance to set up Dragon Dance or Swords Dance
-It has the strongest Outrage in the tier after a Dragon Dance
-There are only 11 Pokemon in NU/RU that resist Outrage, they're not all defensive.
-Dragon Claw doesn't lock Fraxure into outrage and helps it scout before setting up
-Taunt stops the opponent setting up and gives it protection from status and beats walls.

[ADDITIONAL COMMENTS]
-Max Attack and Speed give it firepower and helps it outrun positive Galvantula after a boost
-You can invest more into HP for a bulky Fraxure, but it's inferior to the likes of Dragonair.
-Life Orb +1 Outrage guarantees a 2HKO on Tangrowth, Cofagrigus, Qwilfish (even after intimidate, and Klinklang. It also 2HKOes Magneton at +2, which it can't do with Evioite.
-A double dance set can be a risky but rewarding strategy, but it loses its utility move
-Lum Berry can be used to avoid burns or paralysis
-Dual Chop can break Substitutes and hit opponents.
-Reversal can be used to deal with Steel-types that wall Fraxure. Fraxure is quite bulky with Eviolite, it can take a hit and hit the opponent with a 100 Base Power attack.
-Entry hazards from the likes of Ferroseed/Scolipede/Crustle help weaken Steel-types
-Pokemon that weaken or KO Steel-types. This includes, but not limited to, Magneton, Aggron, Poliwrath, Entei, Magmortar, Typhlosion, Sandslash
-Pokemon that switch into Ice and Dragon-type attacks are helpful. Lanturn, Aggron, Steelix, Entei etc.
-Munchlax can be used to take on Ice-types like Jynx and friends.

[Checks and Counters]
-Steel-types. Steelix, Aggron, Ferroseed....
-burn it -- Cofag, Dusknoir, Spiritomb
-Taunt it so it cant set up
-any form of status will cause problems. mainly sleep or paralysis though.
-remove its eviolite
-outspeed it and KO it with an Ice- or Dragon-type attack. It's somewhat frail without Eviolite anyways. Bring in your Jynx and have fun.
-physically defensive Pokemon like Tangrowth or Uxie can take a hit and cripple it with Thunder Wave/Sleep Powder.

[Unreleased]
-Unnerve is pretty bad as an ability, but it can stop ChestoRest or some weird strategy. Harvest Exeggutor? You get the idea.
 
DD is mandatory. If you're using Fraxure at all, it's because it's the only Dragon with DD and respectable Attack. SD can get an AC mention, but that's all it deserves.

Substitute shouldn't be slashed. If you have a free turn, you should be dancing. Taunt is actually useful for beating walls, Substitute isn't useful for anything.

Get rid of Adamant.

Dual Chop and Reversal are the only other moves worth mentioning at all. I actually think Reversal could be a good option in the last slot. Fraxure is bulky enough to take a hit with Eviolite. Let's say Magneton switches in as you start setting up. You can survive 2 Thunderbolts, get to +3/+3, and then OHKO Magneton with your 100 BP Fighting move and sweep. Obviously it won't work out like that all the time, but the 4th move is filler anyway.
 
I would mention that Life Orb pushes some almost 2HKOes into guaranteed 2HKOes at +1 with Outrage, particularly on the following:

defensive Tangrowth
Klinklang
Cofagrigus
Qwilfish (even after Intimidate), with Eviolite you just miss out on the 2HKO at +1

At +2 with Life Orb, Fraxure gets the 2HKO on Magneton, which it misses out on with Eviolite.

I would also slash Reversal next to Taunt.
 
If anybody else wants to write this they can feel free to start a new thread. I'm not interested in writing this for a long long time.
