Curse guarantees a kill in 4 turns, and Pain Split accounts for the loss of health. Pain Split can also tie up loose ends with fast Crunch users or switch-ins. Hypnosis allows time to do all this and can also promote a switch-in. Confuse Ray is good for stalling, as it can negate attacks, but it also promotes switches. Dream Eater can recoup loss HP and possibly reset the sash.

If you go with Confuse Ray, you should allocate EVs in HP and Speed, with the rest in Def or SpDef, allowing Gastly to capitalize on its lack of actual attacks.
