I am new to IV breeding and i am playing emerald. Before i start going down the rabbit hole, can someone confirm?

HP 32, Atk 17, Def 12, SP. Atk 10, SP. Def 17, Spe 9

does that mean that the HP and Spe are perfect?

This is the entry in the smogon IV egg hatch table:
143 Snorlax
HP 32, Atk 17, Def 13, Sp.A 13, Sp.D 17, Spe 9

The contribution of IVs (and EVs, for that matter) is rounded down, so it's not clear how good the IVs are at such a low level. It also looks like the reference you're using has a neutral nature rather than careful. By fiddling around with spreads in the calculator, I was able to obtain the following ranges:
  • HP: 20-31
  • Atk: 20-31
  • Def: 10-29
  • SpA: 10-29
  • SpD: 0-19
  • Speed: 20-31
There should be an NPC in the battle frontier that (among other harder-to-use info) whether or not a given mon has at least one perfect IV. Unfortunately, the only really reliable method is to spam rare candies to see what the stats look like at higher levels.
