i didn't play showdown around the time gen 7 was coming out, will gen 8 pokemon once all the info has been released on them, be added to any tiers? like CAP, or a new temp gen 8 tier similar to lets go upon release? if not i would like to suggest something like that, i would love to test out the new gen 8 pokemon before the games actually come out. whether it is in CAP or a new tier

No, this wasn't done for gen 7 either, even tho the full game was leaked a few weeks before its launch. Basically it's to not get on GF's bad side, by having them be playable before their intended launch. They will hopefully all be available day 1 however, but much remains to be seen until then.
