You can use Google Hangouts to talk to people if you have a group that wants to. We normally use http://www.smogon.com/IRC to chat with each other. You can also meet up with other Smogon peeps if you're close e-friends with them or you are going to a vgc thing.
Anything here can be organized between friends. Normally, we don't do video chats or meet ups randomly. Use IRC for that (unless you DO want to meet with random people, to which then I'd refer you to Chat Roulette).
