  • Glimmora's ability, Toxic Debris, discourages physical attackers from making contact. Setting up Toxic Spikes is invaluable against bulky teams, crippling common threats like Ting-Lu, Iron Hands, and Diancie.
  • Stealth Rock allows Glimmora to break Tornadus and Chien-Pao's Focus Sashes and punishes switches, the cumulated chip damage from both Stealth Rock and Toxic Spikes is not to be underestimated since it can often turn 2HKOs into key OHKOs.
  • Glimmora setting Toxic Spikes and Stealth Rock makes it the best partner for Pao-Nite teams, putting a lot of Pokemon in range of Extreme Speed and weakening Iron Hands, Diancie and Incineroar which are difficult for the core to remove. Ting-Lu is another great Pokemon to use in combination with Glimmora, as its great bulk and access to Whirlwind make the most out of the hazards set by Glimmora.
  • Roaring Moon is a great partner for Glimmora, threatening Gholdengo and setting Tailwind, which allows Glimmora to outspeed Ogerpon formes and Gholdengo. Tornadus is another great partner for the same reason.
  • Earth Power OHKOs opposing Glimmora, chips Iron Hands and Incineroar, and 2HKOs Gholdengo, which is the main way to remove Glimmora without triggering Toxic Debris and is also a great threat to Pao-Nite.
  • Sludge Bomb is a strong attack that greatly threatens Grass-types, notably OHKOing Ogerpon-W after Stealth Rock damage and 2HKOing Assault Vest Rillaboom, which would otherwise threathen Ting-Lu and Landorus.
  • Spiky Shield allows for additional chip damage and also helps to preserve Focus Sash against Fake Out. Mortal Spin removes hazards and can be useful to poison Pokemon when Toxic Spikes are not set yet.
  • Focus Sash allows Glimmora to always take an hit, making sure to always be able to set Stealth Rocks or threaten Gholdengo or Ogerpon-W.
  • Glimmora's Timid Nature makes sure that Glimmora is faster than Max Speed Gholdengo
  • Poison Types like Glimmora, Okidogi and Amoonguss can easily remove Toxic Spikes by entering on the field, Earth Power from Landorus and Bleakwind Storm from Tornadus can help removing those Pokemon before making Glimmora set Toxic Spikes.
  • Tera Grass flips Glimmora’s Ground and Water weaknesses into resistances, letting it survive Landorus-I’s Earth Power and Ogerpon-W’s Ivy Cudgel while also taking neutral damage from Gholdengo’s Make It Rain. It additionally enables Glimmora to bypass Rage Powder from Sinistcha. Tera Flying while giving less resistances, let's Glimmora gain a ground immunity, which allows to preserve the Focus Sash against Landorus attacks.

Initial thoughts
The set needs mortal spin, probably slashed on spiky shield. Hazard removal is valuable for many common partners, and the poison chip adds up with everything else too
I would also argue for flying as a tera type, but will ask on disc for more opinions on that. The strength of it being that an immunity to ground moves can let you preserve the sash

I think you cover the partners pretty well throughout the analysis, keeping them worked in with the other points. I would like to see mention of roaring moon, as well as tornadus because glimmora is typically paired with tailwind structures. Another mention worthy partner would be raging bolt (specifically calm mind), as the toxic chip allows it to pickup a lot of KOes as well.

Another topic that I believe deserves mention is the presence of opposing poison types to remove TSpikes as a check. Okidogi, as well as Amoonguss can be troublesome for glimmora teams to find value out of their tspikes and is worth including.
