Good IVs or not?

Sorry in advance if this should go somewhere else.
My Impish Gligar has these IVs:

HP: 31
Att: 31
Def: 19
SpA: 24 - 29
SpD: 13
Speed: 30 - 31

I would give it 244 HP(for max lefties recovery) 14 Atk and 252 Defense, putting its stats at 352 HP/229 Atk/370 Def. as a lv. 100 Gliscor.

Should I EV train it? To get these IVs, I used a male Gligar with 31 HP/Atk and an Impish female Gligar with 31 Atk/Def IVs. I was soft reseting to get this Gligar, and I haven't saved, so if I don't want this one, I can reset to hatch one with better IVs. Are these IVs good enough?

Since you have a Gligar with Max Def, I'd continue until you get one with Max HP/Att/Def/Speed. You could at least use this one to replace the first parent that you listed, if their genders match.
 
Seeing as Metalkid's calculator said either 30 or 31 for a Speed IV, that's enough for me. I'm just not sure if 13 Defense points will make much of a difference for me.
 
With a Defense IV of 19, all physical attacks against it do 1.035x more damage than if it had a Defense IV of 31. A 4% difference is not really that significant.
