Second one, the main idea is set the grassy terrain, low the power of Earthquake and get out of the battle possible checks and counters for Pheromosa, like deffensive Arcanine, Toxapex.
Special Salamence should do a great job against Skarmory, Deffensive or Choice locked Earthquake Garchomp, Bulky Bulu, etc.
Probably, the most dangerous mon I can find is Ash-Greninja since it probably can outspeed and OHKO most of my team but Pheromosa. Oh wait, Water Shuriken should be enough to do the last task
