Gyarados acts as an excellent sweeper in the current metagame, making stellar use of Dynamax with its two STAB moves that make it hard to check; between Max Geyser setting rain and Max Airstream boosting its Speed, Dynamax makes sweeping a lot easier for Gyarados. Earthquake hits Eternatus harder than Bounce, and Power Whip takes down Quagsire as well as Rotom-W. Dragon Dance is also a useful option alongside Taunt in order to set up on passive Pokemon like Skarmory and Necrozma-DM and if you don't want to rely on Dynamax to set up. For the item, Gyarados should either run Heavy-Duty Boots, which negates its vulnerability to Stealth Rock, or Life Orb, which allows Gyarados to hit targets harder. Life Orb is especially useful if Gyarados is used on hyper offense or Sticky Web offense. Moxie is used over Intimidate to allow Gyarados to snowball more easily, and a Jolly nature is preferred over Adamant in order for Gyarados to outspeed Adamant Zacian-C, Dragapult, and Zamazenta.

As mentioned before, Gyarados is the most efficient on hyper offense, especially ones with dual screens, and Sticky Web offense. Therefore, Pokemon like Grimmsnarl, which can set dual screens, and Galvantula, which can set Sticky Web, make for good partners. I think Bounce deserves a secondary slash over Earthquake since you lose the ability to hit etern and steels as hard but the extra speed in combination with Dragon Dance allows you to get up to +2 Speed quickly which helps for stuff like Jolly Wild Charge Zacian-C and random Scarfers. Bounce can also let you troll Ditto which may be worth mentioning.
I would definitely have Dragon Dance as the main slash over Bounce as well, in the 2nd slot, not having that initial power from Dragon Dance blows imo.
