Thanks to its high Attack stat, Dragon Dance, and Moxie, Gyarados can create a snowball effect as it racks up KOs. Despite this, it has a pitiful Speed stat which hinders its ability to function as a sweeper. Because of this, maximum Speed investment is necessary as it makes it harder for Gyarados to be revenge killed. Dragon Dance is used to boost Gyarados' stats, allowing it to OHKO Rotom-H and Tyranitar at +1 with Waterfall, which is its STAB move of choice. Earthquake is used as coverage against Electric-types such as Zeraora and Magnezone, also damaging some Pokemon that resist Waterfall such as Dragapult and Toxapex. Substitute fills the fourth moveslot and is used on a predicted switch, blocking status moves and giving Gyarados a free turn to set up Dragon Dance. Power Whip can be used to surprise Rock-types on the switch, although it is advised that Gyarados does not stay in against them because of its weakness. It can also be used to defeat bulky Water-types such as Mantine and Slowbro that otherwise wall it. Bounce is an alternative choice, but it is easy for the opponent to switch into a Pokemon that resists it. Leftovers are used to heal residual damage, while Heavy-Duty Boots negate Gyarados' weakness to Stealth Rock.

Since Gyarados fits best on offensive teams, teammates that can set up Stealth Rock such as Excadrill are appreciated for weakening the opposing team, allowing Gyarados to sweep. Excadrill is also good at removing entry hazards and covering Gyarados' 4x weakness to Electric-type attacks. Gyarados also appreciates pivots such as Magnezone, Volcarona, and Zeraora's abilities to allow it to safely switch in and gain momentum. They are also excellent teammates for Gyarados as they both counter Steel-types, especially Ferrothorn, and bulky Water-types that Gyarados cannot break past without running Power Whip. Gyarados can also switch in against Aqua Jet users for Volcarona.

Finally, Leftovers are the item of choice, healing damage from Substitute, sandstorm, entry hazards, and other forms of residual damage. (Not sure exactly where I'd put this in the analysis, but I think Gyarados is a rather flexible Pokemon, that can run different sets. Intimidate, Bounce, Power Whip, and Heavy-Duty Boots I think are all worth a mention.)

Since Gyarados fits best on hyper offense teams, teammates that can set up Stealth Rock such as Excadrill, Hippowdon, and Tyranitar (Mentioning the likes of Tyranitar and Hippowdon doesn't make much sense if you think Gyarados fits best on Hyper Offensive teams, so change the SR examples or broaden the teams Gyarados can fit on) are appreciated for weakening the opposing team, letting Gyarados have an easier time at sweeping. Additionally, the former two are appreciated for their immunity to Electric-type moves, which would otherwise KO or heavily damage Gyarados. Pokemon that can remove hazards such as Corviknight and Mandibuzz synergize with Gyarados well, eliminating the damage it takes upon switching in to Stealth Rock (Again, these Pokemon don't suit Hyper Offense teams, so this doesn't make much sense). Wallbreakers are also appreciated because of their ability to punch holes in the enemy team; Rillaboom and Choice Specs Dragapult serve that role while resisting Electric. Pivots such as Clefable and Zeraora can be used to bring in Gyarados safely; the former can also pass Wish to heal Stealth Rock damage.

(Magnezone is one of Gyarados' best teammates, which can eliminate Skarmory, Corv, and Ferrothorn, and can heavily dent Amoonguss and Tangrowth with its Specs set, and needs to be mentioned)

(Volcarona should be mentioned for its ability to take on Steel-types like Ferrothorn and Skarmory, while Gyarados takes on Aqua Jet users like Crawdaunt and Azumarill decently well)

(Bulky Water-types like Slowbro and Mantine completely wall Gyarados if it isn't running Power Whip, making Electric-types like Magnezone and Zeraora great partners. You've mentioned Zeraora, but this needs to be heavily stated)
