Can I send Abomasnow out with an icy rock, then recall, and still have the extended hail? or should i use another item on him?

What. You've misunderstood Icy Rock's function.

Icy Rock makes Hail last for eight turns instead of five. Abomasnow's Snow Warning summons an infinite Hail that will only stop if you or your opponent change the weather (either using Sunny Day, Rain Dance, Sandstorm or switching in Tyranitar or Hippowdon). Abomasnow holding Icy Rock is as good as Substitute Shedinja.

If you're not using Abomasnow, then it will last for eight turns, even if you switch out. You could have found this in the items section though.
