To be honest, I simply made this team to a) Prove to my buddies that, yes, Hail is not as useless as they say, and b) to achieve a personal goal of creating all four weather teams.
So, without further ado, here is my quasi-Hail team.

Abomasnow @ Leftovers
Ability: Snow Warning
EVs: 252 HP / 252 SAtk / 4 Spd
Modest Nature
IVs: 21 Atk / 30 SAtk
- Blizzard
- Giga Drain
- Leech Seed
- Focus Blast
My lead. A predictable specially attacking Abomasnow. However, direct as it is, with my experience with my rain team, a slow, yet hard-hitting pokemon with STAB usually gets the job done. And, since this team doesn't exactly fall apart without Hail, I just use Abomasnow for some quick Hail and STAB Blizzard. Focus Blast is for coverage, of course.

Alakazam @ Life Orb
Ability: Magic Guard
EVs: 252 SAtk / 4 SDef / 252 Spd
Timid Nature
IVs: 30 Atk / 30 SAtk
- Psyshock
- Focus Blast
- Signal Beam
- Dazzling Gleam
Classic Alakazam build. Fast, and hard hitting. I double-abuse Magic Guard here, nay triple. Hail immunity, Life Orb immunity, and most importantly, Stealth Rock immunity. ice types get whipped by Stealth Rock, so Alakazam fits well here. I tend to bring out this guy mid-game.

Heatran @ Leftovers
Ability: Flash Fire
Shiny: Yes
EVs: 252 SAtk / 4 SDef / 252 Spd
Timid Nature
IVs: 30 Atk / 30 SAtk
- Fire Blast
- Earth Power
- Toxic
- Stealth Rock
Flash Fire. That's the whole point of using this guy. With my Hail-inducer having a glaring 4x weakness to Fire, I use Flash Fire to counter this. Heatran also works here, since Steel negates Fire's weakness to Stealth Rock. Leftovers then balances out Hail. Then, I proceed to STAB-Fire Blast.

Mamoswine @ Life Orb
Ability: Thick Fat
EVs: 252 SAtk / 4 SDef / 252 Spd
Jolly Nature
- Ice Shard
- Earthquake
- Icicle Crash
- Superpower
Yet another standard 'mon build. Physical, with resistance to Fire with Thick Fat, and neutral damage from Stealth Rock. Icicle Crash OHKO's nearly every dragon out there. Long story short, Mamoswine is a simple physical attacker.

Reuniclus (F) @ Life Orb
Ability: Magic Guard
EVs: 252 HP / 4 Def / 252 SAtk
Modest Nature
- Calm Mind
- Focus Blast
- Psychic
- Recover
THIS GUY. (thing) THIS. GUY. Though a much slower version of Alakazam, THIS GUY has cleared the board so many times, it's not even funny. Well, it is, actually. Anyways. Again, with Alakazam, I triple-abuse Magic Guard, and then proceed to loop Calm Mind and Recover, then spam that Psychic button until my opponent surrenders. :D I tend to bring this guy out late-game.

Kangaskhan (F) @ Kangaskhanite
Ability: Scrappy
Shiny: Yes
EVs: 160 HP / 172 Atk / 176 Spd
Modest Nature
- Power-Up Punch
- Return
- Aqua Tail
- Drain Punch
I had a slot empty, so I decided to put this guy in. A monster by herself, I use this if I encounter Steel types. Also, if Alakazam and Reuniclus have BOTH fallen, then she is my spare sweeper. I think everyone knows how OP Kangasphan is in Gen 6, and how she is used, so I won't explain this 'mon.
So yeah. As you can see, with so many resistances to Stealth Rock, I basically counter Ice's massive weakness to the entry hazard without Rapid Spin.
Rain Teams can sometimes be good against this. I'd say it is a 50-50 against those. Lost of walls can also be sometimes of a problem. That's all the counters I can think of. Strong bug types can also be a problem if I lose Heatran.
