I advise you to read the RMT rules, in order to make better RMT post and to give us much informations about your strategy. If you say "Standard xxx" or "nothing to say about that" is difficult for us to understand your strategy behind your team. Anyway Brightpowder is an Hax item, so you can't use it on Standard battles.
Heatran can walk on you if Starmie is gone, since Snorlax doesn't have an earth move to really counter him, even with Thick Fat. I see a great lack of speed here, and no priority moves... why don't you try Mamoswine instead of Glaceon? I don't think pure-ice pokemon are good to use, because they can't switch in any attack, barring ice attacks, due to their only resistence to ice.

Your team has only one physical force, namely Snorlax, and with the hail that hit him every turn you could be in troubles. Mamoswine has Snow Cloack, that provides him with a +20% missing chance, that can help him to set up curse. Ice Shard bypasses the lack of speed, while Earthquake can do massive damages. Stone Edge / Avalanche is up to you, the first is for Gyarados, but since Avalanche can do quite equal damages to him, is only a personal choice here.

About Abomasnow, you can make him Scarfer, in order to defend yourself from the common Trick-Lead, and to outspeed most of the common leads (Gyarados, Gengar).

This version takes advantages from Blizzard better that the physical choice, but it's totally walled by Special walls like Blissey, and Focus Punch can only 2HKO her.

If you want to take care of Heatran without seeing your whole team getting burned, I suggest you to replace Regice with Tentacruel, that can use Rapid Spin better than Starmie, can absorb toxix spikes without being poisoned and be a better Special Wall than Regice. Then you can replace Rapid Spin on starmie with Recover, and give to the little star this moveset :

In this way it can be a decent Late-Game sweeper, being more durable than now, and can counter well Gyarados, Infernape (that can cause you a lot of troubles, since it can hit super-effectively everything on your team) and Dragons.

This Tentacruel can help your team to resist to Heatran, can throw away the foe's Spikes, Toxic Spikes and Stealth Rock with just one turn and can Knock Off some items to make the foe's life hard. Put it in at the Regice's place.
