i know two good websites where people could make an avatar. First, there is http://www.avatarsinpixels.com/minipix/clothing/Body for people who cannot do pixel art. It has a slightly different body and head and proportions but it should be fine. If you can do pixel art then you can either use DeviantArt if you have a existing account or you could use https://www.pixilart.com/draw, which is a free pixel community. I hope you like it because lots of people want custom avatars.

Its not that spriters don't have access to tools that can be used to make custom avatars nor does the site not have them as a whole. Custom avatars are only given to global staff, certain contest winners, PS/Smogon contributors, as Zarel himself uploads them. This isn't gonna be changed afaik.
