EDIT: Sorry, I thought Black Sludge restores 1/8 max HP, not 1/16. I've modified it so Zapdos passes to Vaporeon who uses Aqua Ring and then passes to Toxicroak.

Here's my idea for a rain team in the Battle Tower.
Zapdos @ Bright Powder
Abillity: Pressure

There were many candidates for this spot. Omastar and Gorebyss were the top contendors. Vaporeon has the best bulk, however, and so thats why she's chosen. She fills almost the exact same role has Zapdos, however subs, then Rain Dances, and the Baton Passes back to Toxicroak or possibly Zapdos to Baton Pass Agillity to Toxicroak, or uses STAB Surf in the rain coming off of a 110 base Special Attack.

This is the crux of the team. With Black Sludge and Dry Skin and Aqua Ring restoring 1/4 HP every turn, Toxicroak has infinite Substitutes. Speed is very important on this set because if the opponent moves after him and doesn't break his sub, he can either use Spite and lower PP or attack with the great type synergy Dark and Fighting. Unfortunatley, he can't learn any good Fighting moves. Submission has high BP and normal priority but poor accuracy, and Revenge has higher BP and accuracy but always moves last. Rain Dance would me great on this set so he can be more independent of his teamates, but I kind of need all of the moves he has.
