Rejected hidden punishments

I'd like a command that is exactly like a normal punishment, except handled the same way as a blacklist (by that I mean hidden from everyone except staff and the blacklisted) because it's super common for someone to say something, get punished, and suddenly the only thing chat is talking about is how that person just got muted/banned or something of the sort, and then there's plenty of ways that can escalate further
the only drawback I can see with this is people asking for the person who was shadow punished to be punished, but that's pretty small as it won't escalate pretty much at all

Room punishments being showcased are meant to serve as examples of the limits and rules that each room has. While we don't perceive it, a lot of regulars see them and take them on account. It's up to room staff to deactivate discussion/mocks about punishments. Even punishing for that is okay, and it works in most cases where it's systematically enforced.
Blacklists aren't showcased because it's common for them to be applied after staff debates and not at the moment of the last infraction, which means that they will look "out of nowhere" for the regular user.
