[SET COMMENTS]
* By using the Speed boost from Booster Energy, Great Tusk is able to outspeed Pokemon such as Meowscarada, Dragapult, Chien-Pao and Spectrier.
* Headlong Rush is a Ground-type STAB move which deals with Pokemon like Metagross and Iron Hands
* Close Combat is for Dark-type Pokemon such as Urshifu-S, Chien-Pao, Meowscarada, and Darkrai.
* Bulk Up is a set up move that allows Great Tusk to win against Pokemon such as Metagross and Ursaluna, while also improving the chances to win against Pokemon like Pecharunt and Annihilape.
* Megahorn is used for Hoopa-U and can also be used to OHKO Ogerpon-W after a Bulk Up. Alternatively, Knock Off can also be used to deal with Spectrier, offensive Dragapult and Pokemon with Chople Berry such as Urshifu-S and Hisuian Goodra. Great Tusk can also run Ice Spinner for guarantee win against both Landorus formes and Garchomp. Taunt is also a viable option for better odds against Corvknight, Pecharunt and Stall mons in general.
* The EV spread activates Speed Booster while gaining the maximum possible attack, while bulking an Overheat from Modest Heatran.
* While this set outspeeds most threats in the tier, it lacks the power to secure KO against most bulky pokemon like Raging Bolt, Volcanion and also struggles against Fairy- and Water-Type Pokemon like Primarina, Sylveon, Manaphy and Walking Wake. Therefore Pokemon like Hisuian Goodra, Metagross, Hoopa-Unbound and Iron Crown which can made up for Great Tusk's low initial power and low Special Defense are great partners for Great Tusk.

* Knock Off deals with Pokemon such as Choice Band Dragapult, Choice Specs Raging Bolt (252+ SpA Raging Bolt Draco Meteor vs. 204 HP / 48 SpD Great Tusk: 372-438 (88.1 - 103.7%) -- 25% chance to OHKO) and Choice Specs Iron Crown by removing their's items. Knock Off is also good against Pokemon like Spectrier and Air Ballon Pecharunt and allows better mus. (Rewrite whole point. Spectrier is the main matchup it gains with this. Combine this with the Megahorn point, as it is a slash)
* The Speed Evs is to active Speed Booster and The Attack Evs is the maximum attack you can have to active the Speed Booster instead of Attack Booster, the rest of the Evs are put in Hp and Special Defense to survives a Modest Overheat from Heatran.

- ice spinner for landorus formes and guaranteed chomp
- taunt for corv / better balloon pecha odds (and probably more stall mons)

(days late edit: Pecharunt is a fine example to keep here, the other 2 are pretty unreliable - other examples instead of lando-t and corv would be good)
* Megahorn is used specifically this sounds off because you mention a different target after for Hoopa-U and can also be used to OHKO Ogerpon-W after a bulk up Bulk Up. Alternatively, (added comma) Knock Off can also be used to deal with Spectrier as well as other Pokemon such as Air Balloon Pecharunt and offensive Dragapult. (wisp WP pult wins)
I don't believe the move used to break balloon for pecha matters much, matchup is spamming bulk up, breaking balloon with whatever you have, and praying for good rolls and no poison.

honestly, I'd say its bigger problem than the type chart is its terrible spdef and low initial power, making this set lose to spa booster raging bolt / some iron crown / volcanion / skeledirge / sometimes pecha as a ground type.
a good partner should probably be able to cover for these shortcomings too: a couple of potential partners you mentioned here do some of this already, I'd just like a little bit more on that
