Work!
I am a tad late closing votes was too busy playing Unite

Winners:
  1. BL Knight
  2. Rock Resisting Spiker
  3. Post Gen 3 Dragon-type
  4. Devamped Mega Evolution
  5. Hail Abuser
  6. SpDef Phazer
We had a 4 way tie for 6th place and in the interest of not making this slate any more insane than it already is, I RNG'd the tiebreak winner. SpDef Phazer won the tie against New Gen Legendary/Mythical, Viable NFE and Bad Typing Juggernaut (I would encourage you to resub these next time given the popularity!)

Additionally, all four 'non-Pokemon based' subs won majority as well, so we're doing all of them.

For submissions,
  • The 6 typical concepts we already know how to submit (template is in the OP). Additionally, 'Suddenly Signature Move' can be submitted using the same template.
  • New Item, Ability and Move can be submitted using the below template.
  • Submissions for 'Suddenly Signature Move' can be buffed, like other submissions. Given that New Ability and New Move will likely go to multiple moves, and in the interest of keeping the chaos to a minimum, we aren't buffing thePokemon who receive these new features at the moment.
Code:
Item/Ability/Move Name:

Distributed to: (for Ability/Move only)
Justification:
We'll be open for a few days with this, likely closing some time this weekend.

:sharpedo-mega:
Concept Name:Devamped Mega Evolution
Pokemon Name:Sharpedo
Typing:Water/Dark
Stats: 80/100/70/100/70/100 Total:520
Abilities:Rough Skin
Notable Moves:Hydro Pump,Surf,Ice Beam,Crunch,Pursuit(New),Baton Pass(New)
How It Fulfills the Concept: Sharpedo emulates its Mega by hitting fast and hitting hard.100 underspeeds Gengar,Starmie, and the such to keep it in check.Without a boosting move Baton Pass is there solely for momentum with dry passing. With its new stats it can take down threats such as Ttar. Its not without flaws however,as its Speed leaves it open to faster threats, primarily Aerodactyl.
Sample Set:
Sharpedo @ Leftovers/Lum Berry
Level: 100
Modest Nature
Ability: Rough Skin
EVs: 252 SpA / 4 SpD / 252 Spe
- Surf/Hydro Pump
- Ice Beam
- Crunch/Pursuit
- Baton Pass
:cobalion:
Concept Name:Suddenly Signature Move
Pokemon Name:Cobalion
Typing:Steel/Fighting
Stats:91/90/129/90/72/108 Total:580
Abilities:Clear Body
Notable Moves:Sacred Sword(New Gen),Swords Dance,Rock Slide(New),Hidden Power Steel
How It Fulfills the Concept:In Gen 6 and onwards,Sacred Sword was made no longer signature to the Swords Of Justice, being given to the Aegislash line and eventually Zacian. With neither of them OR the other Swords Of Justice it has Sacred Sword to itself. This reliable, strong Fighting STAB coupled with a secondary Steel typing,Rock Slide as coverage, and the nice combo of Clear Body and SD,and Cobalion is a dangerous set-up sweeper. Its good typing allows it to take out multiple top threats, such as Ttar,Aerodactyl, and Salamence.
Sample Set:
Cobalion @ Leftovers
Level:100
Ability: Sturdy
Jolly Nature
- Swords Dance
- Sacred Sword
- Rock Slide
- Hidden Power [Steel]

Work!
Question:Can new moves/abilities/items be completely new? Will edit in subs later.
They must be pre-existing moves/abilities/items from Gens 4-8 that aren't in Gen 3. We are not creating custom features.

Also to clarify something else because this hasn't been asked before, you can buff your Pokemon with moves and abilities that exist in Gen 3 or have been added through other phases of the mod. You cannot introduce a new move or ability to the mod outside of the new move/new ability/Suddenly Signature Move concepts, and you cannot submit a Pokemon that uses the move or ability you submit in 'New Move/New Ability'. The only exceptions are abilities/moves linked specifically to the Pokémon’s ability to function in its gen of origin (see: RKS System, Gulp Missile, Relic Song). Most of these are tied to form changes.

Hope this clarifies for those of you have been asking me.

Best Gal

once upon a time wont last forever
Concept Name: BL Knight
Pokemon Name: :Typhlosion: Typhlosion :Typhlosion:
Typing: Fire
Stats: 78/84/78/109/85/101 (+1 Speed) BST: 535
Abilities: Blaze / Intimidate
Notable Moves: +Explosion, Sucker Punch
How It Fulfills the Concept: Typhlosion. Explosion. It now creeps the 100 speed tier and can boom on them. I mainly did this to beat up on Charizard because really, we know who the best starters are! Blaze rarely comes up in play so I wanted to give it something that made sense thematically with the Pokemon while having consistent use game-in and game-out. If it is to vie for the Fire slot it should be distinct in the slot, and this sets it apart from Charizard/Moltres/Houndoom/Plusle/Blaziken/Talonflame in an increasingly more robust Fire-type catalogue. Definitely an option to consider if you're a fan of boom offenses and want a Fire that can run Fire/Grass/Electric coverage but doesn't compete with, for instance, Zapdos or Eelektross for the Electric slot (or, in other words- one that isn't Plusle).

EDIT: Additional subs added 7/24/2021

Concept Name:
Post Gen III Dragon-Type
Pokemon Name: :turtonator: Turtonator :turtonator:
Typing: Fire/Dragon
Stats: 60/78/135/91/85/36
Abilities: Shell Armor/Vital Spirit
Notable Moves: Body Slam, Bulk Up, Curse, Dragon Claw, Earthquake, Endeavor, Endure, Explosion, Fire Blast, Flamethrower, Heat Wave, Hidden Power, Iron Defense, Overheat, Protect, Rapid Spin, Rest, Roar, Sleep talk, Solar Beam, Spiky Shield, Substitute, Sunny Day, Taunt, Toxic, Will-o-Wisp
How It Fulfills the Concept: It's a Dragon from Gen 7 and it's pretty based.

Name of Move: Heal Order
Effects (including BP, PP and Acc): Bug Type, 16 PP, Heals the user for 50% of their max HP
Recipients: :beautifly: Beautifly, :dustox: Dustox, :illumise: Illumise, :ledian: Ledian, :masquerain: Masquerain, :parasect: Parasect, :venomoth: Venomoth, :volbeat: Volbeat, :shuckle: Shuckle, :smeargle: Smeargle
Why It Should Be Picked: Gives healing to underpowered and frail bug types to allow them to better serve their roles as niche utility mons and in the case of newly viable Bugs like Illumise and Ledian, gives them ways to leverage their unique strengths. The meat of this would be Shuckle, Ledian and Illumise, but I can see this giving a jumping off point for buffs to Masquerain and others.
Should probably also be given to Flapple if it wins. That'd be cool.
The obvious no-gos are the offensive Bugs (Scizor, Heracross) because they don't really have a reason for getting it and Forretress- Forre might be the best Spiker if it had Heal Order imo lol

Ability Name: Mold Breaker
Effects: Moves can be used on the target regardless of its Abilities.
Distributed to: :camerupt: Camerupt, :crawdaunt: Crawdaunt, :machamp: Machamp, :pinsir: Pinsir, :raichu: Raichu, :rhydon: Rhydon, :tauros: Tauros
Justification: I'm so sick of Eelektross. Feat: Raichu who is free to spam Electric/Water coverage without fear, and Machamp who would love to tear Gengar's head off with EQ. Crawdaunt is here because Hyper Cutter is legitimately useless on it now and it doesn't want to feed Jelli or Croak. Pinsir is the only one here who actually gets this ability since Moldy mons have yet to be devamped in mostly. Camerupt would likely drop Magma Armor since Solid Rock is more useful. Mold Breaker has dual purpose to chipping Houndoom/Plusle (if they're madlads and predict your Fire move) and hitting Levitate mons.

:bw/swellow:
Concept Name: BL Knight
Pokemon Name: Swellow
Typing: Normal/Flying
Stats: 80/95/60/50/50/125 (460 BST)
Abilities: Guts
Notable Moves: Return, Baton Pass, Hidden Power Flying, Agility(?), Steel Wing(?), Knock Off*
How It Fulfills the Concept: Swellow is already pretty strong, getting stronger with base 95 Attack instead of 85, wich isnt really higher. 80 HP might let it tank hits better, but thats unlikely. in addition, it has a pretty shallow movepool, wich is really bad. wich is why i decided to give it knock off as a new move, wich really wont really matter much.

:ss/sceptile-mega:
Concept Name: Devamped Mega Evolution
Pokemon Name: Sceptile
Typing: Grass/Dragon
Stats: 70/105/75/115/85/125 (570 BST)
Abilities: Overgrow/Lightning Rod
Notable Moves: Giga Drain, Thunder Punch, Earthquake, Hidden Power Rock, Dragon Claw, Leech Seed, Swords Dance
How It Fulfills the Concept: while it doesn't have the 100 BST increase because that would make it too strong, its still really strong with a BST increase of 40. it hits Salamence with Dragon Claw and can set up with swords dance. Leech Seed lets it recover HP quickly, and doesn't fear electric moves with its Lightning Rod ability. making it a good partner for pokemon that dont want to take a electric move, such as Aerodactyl or Jellicent. it also has other good coverage, tho it has a crippling weakness to ice, wich makes it be easily KO'd by HPIce from mons faster than it, plus its weakness to flying making it be weak to aerodactyl (also weak to yknow bugs).

:ss/dragalge:
Concept Name: Suddenly Signature Move
Pokemon Name: Dragalge
Typing: Poison/Dragon
Stats: 75/75/90/99/123/44 (506 BST)
Abilities: Poison Point
Notable Moves: Flip Turn*(suddenly signature move), Toxic, Recover*, Hydro Pump, Haze, Hidden Power Ice
How It Fulfills the Concept: WIP

will edit with more later

New = Italics

:rs/blaziken:
Concept Name: BL Knight
Pokémon Name: Blaziken
Typing: Fire/Fighting
Stats: 80/105/69/100/69/107 (-15 Atk, -1 Def, -10 SpA, -1 SpD, +27 Spe)
Abilities: Blaze
Notable Moves:
Focus Punch, Sky Uppercut, Earthquake, Rock Slide
Fire Blast, Hidden Power Grass, Thunder Punch
Swords Dance, Roar, Will-O-Wisp
How It Fulfills the Concept: Oh, Fast Fighting-type didn't win? Fine, I'll do it myself. Reused jokes aside, with some new Speed, Blaziken can make great use of its great STAB combination, much in the same way that Infernape does in DPP. With its newfound 107 Speed, Blaziken outpaces the crowded 105 and 100 Speed tiers, allowing it to outspeed and KO the likes of Minun, Plusle, Zarude, Delibird, Celebi, and a weakened Salamence, among others, while also having a fast Will-O-Wisp to annoy slower physical attackers. It still has flaws, notably being Dugtrio food that may make some teams pick Talonflame or Moltres over it, but with a decent enough Speed tier, good power, and a godly offensive typing, Blaziken can still put in work
Blaziken @ Leftovers
Ability: Blaze
EVs: 252 Atk / 4 SpA / 252 Spe
Hasty Nature
- Swords Dance
- Sky Uppercut
- Fire Blast
- Rock Slide

Blaziken @ Leftovers

:rs/umbreon:
Concept Name: SpD Phazer
Pokémon Name: Umbreon
Typing: Dark
Stats: 95/60/110/65/130/65 (Atk and SpA swapped)
Abilities: Synchronize
Notable Moves:

Foul Play, Pursuit, Sucker Punch
Roar, Toxic, Wish, Protect, Toxic, Baton Pass, Mean Look, Taunt, Curse
How It Fulfills the Concept: Umbreon is already pretty good (super underrated imo) and especially good against Calm Mind and GlowPass teams since its bulk, typing, and STAB Foul Play lets it body Ledian and Celebi as well as anything they bring in with boosts, so adding Roar might be a bit unnecessary, but it can't hurt to make it job work a little better, as Roar is more consistent at breaking Baton Pass chains than Foul Play and forces Ledian and Celebi into a very awkward situation where they either get Foul Played and die if they stay in or have their chain broken by Roar if they BP out. Plus, it gives it something else over another great GlowPass check in Blissey, since it no longer lets Fighting-types in for free
Umbreon @ Leftovers
Ability: Synchronize
EVs: 252 HP / 4 Def / 252 SpD
Calm Nature
IVs: 0 Atk
- Foul Play
- Wish

- Roar / Baton Pass / Toxic

:sm/guzzlord:
Concept Name: Post-Gen 3 Dragon-type
Name of Pokemon: Guzzlord
Typing:

Stats
: 223/101/53/97/53/43
Abilities: Pressure
Notable Moves:
Brick Break, Earthquake, Body Slam, Sludge Bomb, Rock Slide
Dragon Claw, Crunch, Knock Off, Flamethrower, Fire Blast, Heat Wave (why does this learn Heat Wave), Hidden Power Grass, Shock Wave
Substitute, Protect, Toxic, Iron Defense, Rest, Sleep Talk, Stockpile
Why It Should Be Picked: Guzzlord is fat, very fat. With this fat, Guzzlord is able to tank hits all day and fire back with its pretty great offensive coverage in STAB Crunch, STAB Dragon Claw, Fire Blast, Shock Wave, Hidden Power, Earthquake, Brick Break, Sludge Bomb, Rock Slide, and more. With its great typing, enough bulk to take one or two hits from basically anything and all those options, depending on the set, virtually every good Pokemon in the meta for maybe Gliscor has to exercise caution around Guzzlord until its set is revealed. Guzzlord does have flaws, like being stupid slow meaning that it has to take a hit, it has a bunch of common weaknesses, and it has one of the worst cases of 4MSS I've ever seen, but if you need a versatile tank, Guzzlord is THE tank
Guzzlord @ Leftovers
Ability: Pressure
EVs: 4 Atk / 252 Def / 252 SpA
Quiet Nature
- Dragon Claw
- Crunch
- Fire Blast
- Brick Break / Knock Off

Guzzlord @ Leftovers
Ability: Pressure
EVs: 28 Def / 252 SpA / 228 Spe
Modest Nature
- Dragon Claw / Crunch
- Flamethrower
- Rest
- Sleep Talk

Guzzlord @ Choice Band
Ability: Pressure
EVs: 252 Atk / 28 SpD / 228 Spe
Adamant Nature

:rs/hitmontop:
Concept Name: Rock-Resistant Spiker
Name of Pokemon: Hitmontop
Typing:

Stats: 50/105/85/35/110/70 (+10 Ak, -10 Def)
Abilities: Intimidate / Guts
Notable Moves:
Brick Break, Earthquake, Shadow Ball, Rapid Spin, Mach Punch, Hidden Power Rock, Hidden Power Flying
Thief
Toxic, Taunt, Spikes, Bulk Up, Rest
Why It Should Be Picked: Hitmontop's typing + Intimidate lets it pretty easily handle almost any TTar set while abusing Aerodactyl's locked into Rock Slide to come in and get Spikes up. Hitmontop can almost control both sides of the hazards metagame, being able to Rapid Spin away hazards and being able to threaten Jellicent, Golurk, and Gengar with Shadow Ball and take advantage of Girafarig's Will-O-Wisp if it opts for Guts over Intimidate, while it threatens every opposing spinner with either Rock Slide or Shadow Ball other than Forretress, who doesn't exactly beat Hitmontop 1v1, and Cloyster, who can get Toxiced. It suffers quite a bit from 4MSS and thanks an abyssmal HP stat, it's not the sturdiest thing in the world, but Fighting + Spikes make it interesting
Hitmontop (M) @ Leftovers
Ability: Intimidate
EVs: 252 HP / 4 Atk / 252 SpD
Careful Nature
- Brick Break
- Shadow Ball
- Rapid Spin
- Spikes

Item Name: Air Balloon
Effects: Until this Pokemon gets hit, it is immune to Ground-type moves. Pops when this Pokemon is hit
Distributed to: N/A
Justification: Out of all the items that could help a mon not get trapped (the others being Shed Shell and Shuca/Wacan/Occa Berry), I think Air Balloon is both the coolest and the most balanced anti-trapping measure, helping Electrics not named Zapdos or Jolteon or buffed Minun or Volbeat or Eelektross not get trapped for a short period of time, meaning that the opponent can't just send in Dugtrio for free and get rid of them, which helps out the viability of mons like Raikou, Plusle, Golem-Alola, Magneton (lets it avoid offensive Skarm's HP Ground), and even non-Electrics like a Celebi scared of HP Bug.

Ability Name: Protean
Effects: Before dealing damage, this Pokémon becomes the typing of its used move
Distributed to: Kecleon, Unown, Octillery, Swalot, Furret, Venomoth, Masquerain, Spinda
Justification: Protean is simply an extremely fun to use ability and with Hidden Power being so important in this gen thanks to it being pre-physical/special split, Protean has very interesting applications when it comes to filling out coverage and makes previously weak Pokemon like Kecleon, Octillery, and Swalot much stronger since they get a STAB boost on every move. Kecleon gets to body SkarmBliss with Fire Blast + Brick Break, Octillery's rainbow of coverage gets a big power boost, Swalot gets STAB Explosion, and Venomoth and Masquerain get to bypass their lack of Special STAB in a big way.

Move Name: Psyshock
Effects: 80 BP, Psychic, 16 PP, 100% Acc, Deals damage using the target's Defense stat
Distributed to: Clefable, Lugia, Mew, Chimecho, Golduck, Gorebyss, Hypno, Lunatone, Metagross, Mr. Mime, Ninetales, Porygon2, Solrock, Stantler, Sylveon, Togetic, Xatu
Justification: Psyshock is a really cool option for the Psychic-types and Calm Mind sweepers that lost their agency due to the existence of Ledian and the continued existence of Celebi, Suicune, and Jirachi (and even Grumpig) by giving them a way to blast through the hated Blissey without needing to run Trick or Focus Punch or something like that. The most notable users are likely Hypno, who can now threaten a ton of mons with just Calm Mind/Psyshock/Wish/Protect after you handle opposing TTars, and Mr. Mime, who's probably the best fast Calm Minder that now doesn't have to worry about the blob

:rs/torkoal:
Concept Name: Suddenly Signature Move
Name of Pokemon: Torkoal
Typing:

Stats: 70/85/140/85/85/20 (+15 SpD)
Abilities: White Smoke / Shell Armor
Notable Moves:
Body Press (Signature), Body Slam, Earthquake, Rapid Spin, Explosion
Fire Blast, Flamethrower, Hidden Power Grass, Solar Beam
Slack Off, Iron Defense, Will-O-Wisp, Rest, Sleep Talk
Why It Should Be Picked: This is probably the funniest SkarmBliss killer that any of us has subbed, as Body Press, even without STAB, cleanly 2HKOs to Blissey thanks to Torkoal's massive 140 Defense, which can be further boosted by Iron Defense, while making Tyranitar think twice about challenging it and makes it a simultaneously offensive and defensive answer to mons like Hitmonlee, Snorlax, Silvally-Normal, and Zarude. Also, with Iron Defense, it can keep itself from being Duggy food, which is huge for a grounded Fire-type. It has some flaws, like losing to the 5 millions Waters in the tier and especially Jellicent, who you can at best Toxic or Will-O if you ditch Iron Defense or Fire STAB, and all the problems that come with being slow, but Body Press makes Torkoal a wall to be scared of
Torkoal @ Leftovers

Ability: Light Power
is a Pre-Contributor
:glaceon:
Concept Name: Hail Abuser
Pokemon Name: Glaceon
Typing: Ice
Stats: 65 HP / 60 Atk / 115 Def / 130 SpA / 95 SpD / 65 Speed
Abilities: Ice Body / Compound Eyes*
(Compound Eyes reminder: Compound Eyes multiplies the Pokémon’s accuracy to a 130% of normal. For example, Blizzard’s 70% Accuracy becomes 91%, and Lovely Kiss‘s 75% becomes 98%.)
Notable Moves: Blizzard, Ice Beam, Hidden Power Fire/Electric/Grass, Toxic
Added Moves: Surf, Lovely Kiss, Haze, Ice Ball, Hydro Pump, Super Fang, Weather Ball, Recover, Calm Mind
How It Fulfills the Concept: Glaceon, although a slow Ice-type, got decent bulk and by far the highest Special Attack of all Ice-type, boasting the strongest Ice Beam, and Blizzard through Compound Eyes. Ice Body allows it to fit into Hail team thanks to passive heal, access to Recover, Super Fang, Haze and Toxic utility.

Compound Eyes allows it to function outside of Hail teams, and Lovely Kiss is especially powerful with this ability, as although it as an extremely rare chance to miss unlike Spore, can put an Overcoat Pokémon to sleep, making switching an extremely risky maneuver. This means you should hold your Metagross and Tyranitar unless you gave them either a Lum Berry or a Chesto Berry! Permasand tend to be omnipresent, so regardless you have Ice Body or Compound Eyes for Glaceon, get Lovely Kiss ready.

:sirfetch’d:
Concept Name: Suddenly Signature Move
Pokemon Name: Sirfetch’d
Typing: Fighting / Flying
Stats: 62 HP / 135 Atk / 105 Def (+10) / 68 SpA / 92 SpD (+10) / 75 Speed (+10)
Abilities: Hyper Cutter / Thick Muscles Fat
Notable Moves: First Impression, Brick Break, Swords Dance, Knock Off, Sky Attack, Leaf Blade, Substitute
First Impression: 90 BP, Bug-type, 100% accuracy, 16 PP, +2 Priority, only works on user’s first turn at the beginning of the battle of after switching on the field.
Added Moves: Rock Slide, Hidden Power (Flying or Ghost recommended), Focus Punch, Bulk Up, Slack Off*, Low Kick, Acrobatics, Baton Pass, Toxic (Kantonian Farfetch’d carryover, sorry)
(*Slack Off is introduced in Generation 3 as a move learned by the Slakoth line.)
Notice: Sirfetch’d is compatible with the held item Stick, also known as Leek as of Generation 8.
How It Fulfills the Concept: Drought of Gen 8 reps aside, Sirfetch’d will bring justice to this old land with a non-STAB but still stronger than Extreme Speed, First Impression. With a +2 Bug-type priority on first turn, or a combination of Swords Dance or Bulk Up and an already powerful 135 Attack, Sirfetch’d is a force to reckon with, with Fighting and Flying being near unresisted STAB combination in this meta.

However, it do have to contend with 75 Base Speed that it cannot raise in any ways, and it’s Special Bulk is rather mediocre in comparison to its Physical Bulk, leaving it vulnerable to Psychic, Ice and especially Electric threats. Keep in mind that First Impression only works on Sirfetch’d’s first turn after switch-in, too.

:klefki:
Concept Name: Rock-Resistant Spiker
Pokemon Name: Klefki
Typing: Steel
Stats: 67 HP (+10) / 70 Atk (-10) / 91 Def / 70 SpA (-10) / 97 SpD (+10) / 105 Speed (+30)
Abilities: Levitate
Notable Moves: Spikes, Calm Mind, Foul Play, Light Screen, Reflect, Thunder Wave, Substitute, Toxic, Swagger
Added Moves: Taunt, Knock Off
How It Fulfills the Concept: Many Rock-type Pokémon carries Earthquake to deter Steel opponents, including Metagross, so Klefki‘s immunity to Ground and natural resistance to Rock and Flying allows it to safely get Spikes up, with Taunt dosrupting walls or slower support opponents.

:banette-mega:
Concept Name: Devamped Mega Evolution
Pokemon Name: Banette
Typing: Ghost
Stats: 79 HP / 115 Atk / 90 Def / 108 SpA / 83 SpD / 65 Speed
Abilities: Insomnia
Notable Moves: Shadow Ball, Hidden Power Fighting, Foul Play, Will-O-Wisp, Destiny Bond, Hyper Beam, Endure, Toxic
Added Moves: Thunder Punch, Ice Punch, Fire Punch, Agility
How It Fulfills the Concept: Basically beefier and harder hitting than before. With strong 115 base Attack and 108 Special Attack, it can set up Agility to demolish competition, with Foul Play that can punish Calm Mind users as well. Otherwise, it plays similarly like what official Banette does in official ADV UU.

Item Name: Assault Vest
Effects: Multiply this Pokémon’s Special Defense by 1.5x, but prevent such user from using of Status Moves.
Justification: With the advent of GlowPass and Special Attackers in general, a SpD Phazed might not be enough to deal with them. Assault Vest provides an additional option against the GlowPass team and Calm Mind users.

Ability Name: Tinted Lens
Effects: This Pokémon’s Not Very Effective moves will deal double damage on their target.
Candidate Examples: Butterfree, Beautifly, Yanma, Flareon, Seaking, Meganium, Parasect, Regice, Regirock
Justification: Pokémon with either bad offensive typing or very, very limited movepool, or is Regirock or Regice, could make use of an offensive boost so that only double resistance or immunity can safely switch in, putting imcreased pressure to not just defensive playstyles, but also Baton Pass receivers.

Move Name: Ice Shard
Effects: Ice-type, 40 BP, 48 PP, 100% accuracy. +1 Priority.
Candidate Examples: Glalie, Regice, Abomasnow, Lapras, Walrein, Hail Abuser winner
Justification: A priority special move that can pressure or even outright OHKO Aerodactyl and other fast threats weak to Ice-type. Also helps most Ice-type to get around their slow Speed.

No offensive Normal type concept? Fine, I will do it myself
Concept Name: Suddenly Signature Move
Pokemon Name: Exploud :Exploud:
Typing: Normal
Stats: 114 HP (+10) / 91 Atk / 63 Def / 91 SpA / 73 SpD (+10) / 61 Speed
Abilities: Soundproof
New Moves: Boomburst
Boomburst: Same as before (140 BP Normal-type, sound type move) but is physical due to Gen 3 Type mechanics.
How It Fulfills the Concept:
Exploud is a normal type attacker in a sea of normal type attackers, so I gave him his signature boomburst to make him stand out. Boomburst fits ridiculously well with Exploud, not only canonically but as an extremely spammable move that can deal extreme damage with choice band (Exploud has the same atk and spa). Moreover, boomburst ignores substitute, which makes him a great check to calm mind sweepers such as suicune. Buffed its Hp and Spd to make it more durable, but it's still left vulnerable due to its very slow speed.

Item Name: Safety Goggles :safety goggles:
Effects: Protects the user from powder moves, as well as damage from weather
Distributed to: N/A
Justification:
In a gen where chip damage rules over everything, goggles have a niche by virtue of stopping powder move spam as well as getting through the omnipresent sand and the added hail. This item is not exactly meta defining as leftovers are but it certainly brings something else to the metagame.

Exploud concept is scary but does have some real weaknesses. You forgot the Abilities though, considering that you copied my Glaceon sub as a basis.

Safety Goggles would be a very nice addition, especially considering Sandstorm and Spore.

How It Fulfills the Concept: While we can't go for Scrappy to have perfect coverage, we can still capture Mega Lopunny's fantastic speed tier in this meta. Normal/Fighting, as we know, covers everything except Ghosts, and it gets enough other tools to deal with them (such as Toxic, or just Baton Passing out). As a breaker, it isn't the best as it lacks a boosting move, which is a good thing given the speed. That said, it could have a mean CB set with Trick to screw over Skarmory, or it can Encore a wall and Baton Pass into a counter.

:chesnaught:
Concept Name: Rock-resistant Spiker
Pokemon Name: Chesnaught
Typing: Grass/Fighting
Stats: 88/107/122/74/75/68 (530)
Abilities: Overgrow / Rough Skin
Notable Moves: Spikes, Spiky Shield, Low Kick, Leech Seed, Taunt, Toxic
How It Fulfills the Concept: Rock resists are kind of awkward right now because most of them are also weak to Earthquake, and given that every Rock type runs Earthquake, things get strange for the role. Chesnaught fortunately resists both Earthquake and Rock Slide, making it a pretty good counter for both. Spikes allows it to have an incredible niche when compared to out other bulky Grasses. It could also be a decent lead, scaring out Tyranitar with 100 BP Low Kick, Taunting Skarmory to prevent Spikes, getting chip damage on Meta through Shield or Seed, and Toxicing Zapdos, or setting a Spike versus any of them because it scares them into switching.

:steelix:
Concept Name: BL Knight
Pokemon Name: Steelix
Typing: Steel/Ground
Stats: 75/105/200/55/75/30 (540 BST)
Abilities: Clear Body / Sand Veil
Notable Moves: Earthquake, Toxic, Roar, Rest, Sleep Talk
How It Fulfills the Concept: Steelix is a dope Rock resist due resisting Rock 4x over, while also having obscene physical bulk so it doesn't care about Earthquake or Explosion. Steelix is, however, highly passive and relies on Roar + Spikes for most of its damage. A bit of an attack raise makes Earthquake more threatening, and it becomes nigh unkillable in sand with Sand Veil boost, so it also can be a bit of a universal Tyranitar check (losing only to Modest Fire Blast).

:cramorant::cramorant-gulping: :cramorant-gorging:
Concept Name: SpDef Phazer
Pokemon Name: Cramorant
Typing: Water/Flying
Stats: 80 / 55 / 75 / 85 / 135 / 85 (515 BST)
Abilities: Gulp Missile
Notable Moves: Whirlwind, Recover, Toxic, Surf, Protect, Taunt, Ice Beam, Baton Pass, Encore, Knock Off, Hidden Power
How It Fulfills the Concept: Obviously it's pretty specially defensive with 80/135 bulk, and it can shut things down with Whirlwind. It also has fun with Encore to force greedy BP users to manually switch out, stopping them from using it as set up fodder. Alternatively, it can Taunt them to prevent them from boosting. However, due to Gulp Missile, this thing is pretty sweet against physical attackers as well. Gulp Missile providing 25% chip adds up fast in a meta with Spikes and Sand, and the Defense drop or paralysis synergizes well with its own Baton Pass to support an attacker. Additionally, this would be our only bulky Water with a spikes immunity, which would give it a very cool role in teambuilding as normally the bulky water archetype despises spikes damage.

:delibird:
Concept Name: Hail Abuser
Pokemon Name: Delibird
Typing: Ice/Flying
Stats: 77 / 107 / 66 / 106 / 66 / 103 (525 BST)
Abilities: Snow Warning / Magic Guard
Notable Moves: Spikes, Rapid Spin, Focus Punch/Brick Break/Low Kick, Drill Peck, Ice Beam, Taunt, Baton Pass (in addition to everything else it got last time)
How It Fulfills the Concept: So Hail has a bad matchup against a lot of things, the buffed Delibird restores this once god among men to its former glory at the top of the meta. It has an amazing lead matchup: Zapdos is KOed by Ice Beam 50% of the time so it is forced out, Skarmory is Taunted to prevent hazards, Tyranitar is KOed through Fighting move of choice (Low Kick always KOs with no investment), and it can Baton Pass to a bulky Water against Metagross. This also gets the Hail going turn one against anything other than Tyranitar, but either way you still create chip damage. The switches this causes makes Focus Punch hilarious here, absolutely annihilating Blissey (always KOing after weather). As a lead, it can also set its own Spikes, putting more chip damage on the field. Furthermore, Drill Peck operates as a cool emergency move against Celebi. Of course, I've described a million moves here and you only get 4 and that's going to be what holds Delibird back. Because it can do virtually everything, it will take requiring the set to figure out what you need to do to beat it.

:skuntank:
Concept Name: Suddenly Signature Move
Pokemon Name: Skuntank
Typing: Dark/Poison
Stats: 111 / 94 / 79 / 67 / 79 / 101 (529 BST)
Abilities: Intimidate / Overcoat
Notable Moves: Venoshock*, everything else we gave it
How It Fulfills Concept: Skuntank's main problem right now is that it's so passive, but Venoshock can completely change that. As Toxic is usually on most teams, and there are usually a few Toxic users on a team, poison is easy to spread, which is cool given that there aren't Toxic Spikes to work with. A 130 BP STAB move solves this problem. It is kept in check through all of the Steels in this format, so it will appreciate Magnet Pull support.

:regidrago:
Concept Name: Post Gen3 Dragon
Pokemon Name: Regidrago
Typing: Dragon
Stats: 200 / 100 / 50 / 100 / 50 / 80
Abilities: Clear Body
Notable Moves: Dragon Dance, Dragon Claw, Crunch, Explosion, Fire Punch, Thunder Punch, Ice Punch, Superpower, Explosion, Thunder Wave, Rock Slide, Earthquake, Brick Break, Hidden Power Ghost, Seismic Toss, Toxic, Curse, Rest
How It Fulfils Concept: This is a pretty cool mixed attacker. It has Dragon Dance with two strong coverage options (QuakeSlide or Fighting/Ghost), or a strong special breaking movepool. This also makes Explosion on it kind of cool as it's a cool mixed breaker that can boom on Blissey. As it's bulk is equal to Celebi's, it can also pull off utility sets well with status spreading and booming when its done.

Item Name: Passho Berry (and clones)
Effects: Halves damage if taking a super-effective move (one-time use)
Justification: A lot of Pokemon are EVed to survive specific benchmarks for surviving super effective hits (such as SpD EVs on Swampert to survive some HP Grass). These berries would allow you create emergency checks in your building, as we see with their usage in newer gens.

Ability Name: Multiscale
Effects: Halves damage if at full HP
Distributed to: Dragonite, Dunsparce (replaces Serene Grace), Seaking (replaces Swift Swim), Relicanth (replaces Swift Swim), Kingdra, Charizard, Milotic
Justification: So Multiscale is kinda cool and all of these Pokemon kinda need a boost (especially Milotic because damn girl, we killed you!). Dragonite and Kingdra appreciate this boost to give them set up turns for Dragon Dance, though Kingdra could also use it to help get a free turn to set Rain Dance. Seaking can use it for a similar use except with Agility because it doesn't get SD in this gen. Relicanth could pull off some cool RestTalk sets given its bulk. Dunsparce probably still could use some love and this helps compensate for its unfortunate typing. Milotic is basically invincible at full HP, giving it some incredible bulk at taking on our strongest titans. Of course, this is also the spikes and sand meta and so you're likely only going to be at full for a turn (unless you're Relicanth).

Move Name: Beak Blast
Effects: 100 BP Flying. -3 priority. Burns attackers who hit it that turn.
Distributed to: Pidgeot, Fearow, Dodrio, Articuno, Zapdos, Moltres, Togetic, Xatu, Delibird, Pelipper, Altaria, Staraptor, Talonflame, Sylveon
Justification: Flying STAB is potentially worrysome in this meta due to Aerodactyl and Salamence abusing most options so well, and Flying generally being a pretty good offensive typing. This, however, is completely different. Most of this move's utility comes from its defensive value, burning prospective attackers. Therefore, it isn't really a sweeping move. It could have some cool utility when predicting switches due to how strong it is when compared to other flying options.

Item Name: Expert Belt
Effects: Boosts the damage of the holder’s super effective moves by 1.2x.
Justification: Basically just wanted a general power boosting item akin to Life Orb that you just slap onto stuff, but Life Orb would be a pretty big change, so I settled with something a bit weaker. Not really much else to say, this is an option for special breakers and some offensive Pokemon that really want to switch moves though.

:rs/entei:
Concept Name: BL Knight
Pokemon Name: Entei
Typing:

Stats: unchanged
Abilities: unchanged
Notable Moves: +Sacred Fire, +Extreme Speed, +Earthquake, +Crunch, +Rock Slide, Fire Blast, Substitute, Calm Mind (its movepool really sucks)
How It Fulfills the Concept: Entei sucks in OU and I don't think that anyone would disagree with me. Entei is one of the two only Fire-type with Calm Mind in the game. Ho-Oh is the second one and I wanted them to share this trait with Sacred Fire. I improved its physical movepool, so that it can also abuse its high attack stat.

:rs/flygon:
Concept Name: Rock-Resisting Spiker
Pokemon Name: Flygon
Typing:

Stats: unchanged
Abilities: Levitate
Notable Moves: +Spikes, +Morning Sun, +Dragon Dance, Earthquake, Rock Slide, Protect, Toxic
How It Fulfills the Concept: I chose Flygon for this Concept since it has incredible longevity with its typing and ability. Morning Sun gives it recovery, which becomes worse in Sandstorm, but it gets the job done and it has a place on weatherless teams, which can remove Sand. Dragon Dance allows it to be a bigger threat which again is great thanks to its longevity.

:ss/duraludon:
Concept Name: Post Gen 3 Dragon-type
Pokemon Name: Duraludon
Typing:

Stats: 70/95/115/120/50/85 (535)
Abilities: Sturdy
Notable Moves: Dragon Claw, Meteor Mash, Thunderbolt, Iron Defense, Foul Play, Swords Dance, Earthquake, Rock Slide
How It Fulfills the Concept: Duraludon has an amazing typing and great stats all around. Physical sets have Swords Dance with Meteor Mash and great coverage wtih EdgeSlide and Special sets have to use Dragon Claw and Thunderbolt alongside Hidden Power. Defensive sets can utilise Thunder Wave, Foul Play and Iron Defense.

:bw/vanilluxe:
Concept Name: Hail Abuser
Pokemon Name: Vanilluxe
Typing:

Stats: 71/95/85/110/95/79 (535)
Abilities: Ice Body
Notable Moves: Ice Beam, Hidden Power, Surf, Taunt, Magic Coat, Toxic
How It Fulfills the Concept: I wanted to make an offensive Hail Abuser with great longevity. Vanilluxe has good coverage in Ice Beam, Surf and Hidden Power. Toxic can cripple any switch-in while Taunt can mess up healing attempts or Skarmory. It ruins Blissey, since Fire Blast is rare and otherwise Blissey can't touch it. Its speed is frustrating but its offensive prowess is great.

:bw/mandibuzz:
Concept Name: SpDef Phazer
Pokemon Name: Mandibuzz
Typing:

Stats: 110/65/105/55/95/80 (510)
Abilities: Overcoat
Notable Moves: Foul Play, Knock Off, Heat Wave, Protect, Taunt, Toxic, Whirlwind
How It Fulfills the Concept: Mandibuzz is a passive Pokemon but it has great defensive utility. Foul Play and Knock Off are amazing and Taunt cripple walls. Whirlwind denies special attacking set-up mons like Celebi, Jirachu, Blissey, Ledian and Gengar. Heat Wave, Toxic and Protect are useful attacks too, but they don't match the utility of Foul Play, Knock Off and Taunt.

Item Name: Utility Umbrella
Effects: The holder ignores the effects of weather. (Changed Effect)
Justification: Cloud Nine is already a great ability to have, but now we have an item version of this. It gives up a valuable item for a honorable Cloud Nine. However, they keep their existing ability.

Move Name: Work Up
Effects: Boosts Atk and SpA by one stage.
Distributed to: Distribution from older gens (notable ones: :blaziken::charizard::girafarig::silvally::swampert::venusaur:)
Justification: Work Up allows mixed attackers or special attackers to boost up. This is amazing for those Pokemonisince they often lack stuff like Calm Mind or Tail Glow.

Ability Name: Solid Rock
Effects: Reduces the damage from super effective moves by 25%.
Distributed to: :rhydon::aggron::regirock::golem:
Justification: Rock-types aren't sturdy even with their high stats. Solid Rock allows them to check physical attackers way better with their high defense stats and a reduced EQ weakness.

:rs/dodrio:
Concept Name: BL Knight
Pokémon Name: Dodrio
Stats: 60/110/70/60/60/110
BST: 470
Ability: Early Bird / Guts
Typing: Normal/Flying
Notable Moves:
Physical: Drill Peck, Double-Edge, Return, *Jump Kick, Hidden Power
Special: None
Status: Toxic, *Swords Dance, Agility, Taunt, Baton Pass
Justification: Just changing Dodrio to its Gen 7 self, nothing major. Jump Kick & SD makes it an actual threat in terms of lategame cleaning while Taunt & BP gives it a decent niche as a strong, momentum grabbing lead. Finally, Guts makes Dodrio a somewhat decent status absorber and further discourages walls from mindlessly clicking Toxic.

:rs/grumpig:
Concept Name: SpDef Phazer
Pokémon Name: Grumpig
Stats: 100/35/85/105/120/60
BST: 505
Ability: Thick Fat / Overcoat
Typing: Psychic
Notable Moves:
Physical: Seismic Toss
Special: Psychic, Thunderbolt, Fire Punch, Ice Punch
Status: *Whirlwind, Taunt, Toxic, Trick, Thunder Wave, *Slack Off, Calm Mind
Justification: Fat phazer that can customize itself to its team’s needs. Thick Fat allows it to take on Ledian, Special Ttar & Ice-types with ease while Overcoat makes it fit like a glove on more defensively-oriented teams, such as TSS. Its impressive physical bulk also helps it wall Hitmonlee & Toxicroak as well, while its semi-decent speed tier for a wall helps it win the lead MU versus passive Spikers.

:ss/absol-mega:
Concept Name: Devamped Mega Evolution
Pokémon Name: Absol
Stats: 65/105/60/110/60/105
BST: 505
Ability: Intimidate
Typing: Dark
Notable Moves:
Physical: Shadow Ball, Rock Slide, Hidden Power
Special: Blizzard, Fire Blast, Flamethrower, Foul Play, Ice Beam, Sucker Punch, Thunder, Thunderbolt
Status: Baton Pass, Calm Mind, Swords Dance, Toxic, Thunder Wave
Justification: How do you fix something as useless as Absol? You flip its attacking stats around. Offers a faster alternative to Special Ttar for more offensive teams, with its vast special coverage serving as a way to differentiate itself from other special threats. As an added bonus, it can fit onto BP teams by virtue of its decent speed and the ability to pass both SD & CM boosts, something only shared by Celebi.

:ss/goodra:
Concept Name: Post Gen 3 Dragon-type
Pokémon Name: Goodra
Stats: 90/100/70/110/150/80
BST: 600
Ability: Rain Dish
Typing: Dragon
Notable Moves:
Physical: Earthquake, Focus Punch, Rock Slide, Sludge Bomb, Superpower, Hidden Power
Special: Blizzard, Dragon Claw, Fire Blast, Flamethrower, Hydro Pump, Ice Beam, Outrage, Surf, Thunder, Thunderbolt
Status: Curse, Rain Dance, Toxic,
Justification: Cool fat Dragon that can easily find a spot as a solid defensive backbone on rain, or on fat balance. It can also utilize a Curse set thanks to its useful set of resistances and its fantastic stats, and its coverage makes it difficult to switch into a la Salamence.

Item Name: Custap Berry :custap berry:
Effects: Holder moves first in its priority bracket when at 1/4 max HP or less. Single use.
Justification: A fun item that lets Pokemon such as Forretress and Magneton fire off one last attack before dying. This can be used to bluff stat berries and CB while also providing some neat combos, such as a surprise boom or getting one last layer of Spikes up.

Concept Name: Devamped Mega Evolution
Pokemon Name: Charizard (Mega Charizard X)
Typing: Fire / Dragon
Abilities: Blaze / Inner Focus
Stats: 78 / 100 / 92 / 120 / 85 / 90 (From Base: +16 Atk, +14 Def, +11 SpA, -10 Spe) (From Mega: -30 Atk, -19 Def, -10 SpA, -10 Spe) (BST: 570)
Notable Moves: Flamethrower, Fire Blast, Dragon Claw, Heat Wave, Brick Break, Overheat, Rock Slide, Dragon Dance, Swords Dance, Double Edge, Body Slam, Ancient Power, Earthquake, Thunder Punch, Acrobatics, Focus Punch, Roar, Substitute
Justification: Charizard is only alright, not seeing much use due to its unfortunate typing and lackluster special moveset. Here, Charizard gains another special STAB and gets a buff to its attack as well to make better use of its more exstensive physical moveset, along with Dragon Dance and Swords Dance. This makes Charizard more viable, as it no longer has the unfortunate 4x weakness to rock, and it can better use all of its offensive options (although it will be outsped by the likes of Celebi and Jirachi now without setting up a Dragon Dance).

1627069349116.png

Concept Name: Suddenly Signature
Pokemon Name: Haxorus
Typing: Dragon
Ability: Hyper Cutter
Stats: 76 / 115 / 90 / 99 / 70 / 90 (-32 Atk, +39 SpA, -7 Spe) (BST: 540)
Notable Moves: Scale Shot*, Crunch, Dragon Claw, Rock Slide, Earthquake, Signal Beam, Surf, Endure, Taunt, Superpower, Fire Blast, Dragon Dance, Swords Dance
*New Move
Justification: The addition of Scale Shot and an evening out of its attack stats makes Haxorus a formidable mon, being able to quickly raise its speed while dealing STAB damage. It can be a useful mixed attacker or an all out physical one with the options of Daragon Dance and Swords Dance, along with Hyper Cutter to ignore Intimidate.

1627132441237.png

Concept Name:
BL Knight
Pokemon Name: Chansey
Typing: Normal
Abilities: Natural Cure / Serene Grace
Stats: 250 / 105 / 35 / 5 / 50 / 5 (From original: A/B/C/D/E/F to A/E/D/B/F/C) (BST: 450)
Notable Moves: Body Slam, Brick Break, Double Edge, Earthquake, Focus Punch, Shadow Ball, Superpower, Aerial Ace, Signal Beam, Meteor Mash, Counter, Substitute, Swagger, Soft-Boiled, Wish
Justification: Chansey is in BL mainly because it's just a worse version of Blissey, which has now been resolved with the shuffling around of its stats, which gives it a much different role than Blissey. Although it loses its status as a Special supertank, it can still take hits due to its still high HP stat, paired with a higher defense stat than normal, although a lower special defense stat. The main change here is its new attack stat of 105, which allows it to dish out some serious damage while spreading paralysis and raising its attack thanks to Serene Grace. It will be easier to take out though, since its increased focus on attacking means it will likely have less investment in its defenses. The new moves it gets shouldn't be problematic in terms of their transferal to Blissey, as that mon still has an abysmal Attack stat.

1627130573326.png

Concept Name: New Item
Item: Red Card
Effect: When the holder is hit by an attacking move, the attacker is forced to switch out.
Justification: This provides opportunities to gain momentum without wasting a turn on whirlwind / roar. It provides an additional option to stop set up sweepers, especially when paired with endure, and it can also allow a set up sweeper to us its set up move and then have a favorable match up against whatever is forced in.

Concept Name: New Move
Move: Aurora Veil
Effect: Halves damage taken by damaging moves for five turns, but can only be used during hail.
Recipients: Jynx, Arcticuno, Delibird, Regice, Cryogonal, Abomasnow, Lapras, Dewgong, Walrein
Justification: Buffs hail teams and allows for the use of both defensive screens in one turn only using one move slot, but can be hard to get off if the other player has a weather setter (Tyranitar). Realistically would mostly be used by Delibird and Abomasnow.

Concept Name: New Ability
Ability: Moxie
Effect: When the pokemon gets a KO, its attack is raised by one stage.
Recipients: Pinsir, Gyarados, Mightyena, Crobat, Tauros, Absol, Kanghaskan, Murkrow

Stats: 68/60/65/130/115/102 (BST 540)
Abilities: Trace/Levitate
Notable Moves: Ice Beam, Flamethrower, Thunderbolt, Psychic, Calm Mind, Lovely Kiss....
Justification: Here, I buffed Gardevoir (cuz it sucks a bit in ADV OU) to make it an terrifiying Calm Mind Sweeper with a lot of coverage moves and good stats.

Concept Name: Dewamped Mega Evolution (also post-Gen 3 dragon xd)

Typing: Dragon/Normal
Abilities: Natural Cure/Levitate
Notable Moves: Return, Dragon Claw, Quick Attack, Dragon Dance, Ice Beam, Fire Blast, Brick Break, Earthquake....
Justification: I think Altaria-Mega should be fine here with his stabs making it a nice mixed Dragon-type.

Concept: BL Knight
Pokemon: Houndoom
Ability: Early Bird / Flash Fire
Stats: 75 / 90 / 50 / 120 / 80 / 105 [+0 / +0 / +0 / +10 / +0 / +10]
Moves
Physical:
Hidden Power (Fighting)
Special: Crunch, Fire Blast, Hidden Power (Grass, Ice), Overheat, Pursuit
Status: Toxic, Will-O-Wisp
Description: Houndoom really only needs a power and speed buff to be successful. It's got the strongest STAB Pursuit in the game along with high-powered STAB in Overheat/Fire Blast. The extra speed lets it outspeed notable base 100s (Celebi, Jirachi) and Delibird, and speed tie with Ledian.

:ss/marowak:
Concept Name: BL Knight
Pokémon Name: Marowak
Typing: Ground
Stats: 80 (+20) / 80 / 110 / 50 / 80 / 45 (445 BST)
Abilities: Lightning Rod / Rock Head
Notable Moves: + Wish, + Curse, Earthquake, Bonemerang, Focus Punch, Rock Slide, Double-Edge, Swords Dance, Sing
How It Fulfills the Concept: Additional HP and access to recovery in Wish provides Marowak with the longevity it needs, while Curse gives it a different setup option that enhances its already good physical bulk.

:ss/stunfisk-galar:
Concept Name: Rock-Resistant Spiker
Pokémon Name: Stunfisk-Galar
Typing: Ground / Steel
Stats: 119 (+10) / 81 / 99 / 66 / 84 / 32 (481 BST)
Abilities: Rough Skin
Notable Moves: + Spikes, + Slack Off, + Toxic, + Spiky Shield, + Hidden Power, Earthquake, Metal Claw, Rock Slide, Curse, Yawn, Thunder Wave, Iron Defense, Pain Split
How It Fulfills the Concept: Galarian Stunfisk has a double resistance to Rock, acceptable mixed bulk, and STAB Earthquake. Slack Off helps its longevity, while Spikes makes sense for a bear trap. Incidentally, the bear trap aspect is why I gave it Rough Skin.

:ss/kommo-o:
Concept Name: Post Gen 3 Dragon Type
Pokémon Name: Kommo-o
Typing: Dragon / Fighting
Stats: 75 / 110 / 125 / 100 / 105 / 85 (600 BST)
Abilities: Soundproof / Overcoat
Notable Moves: Dragon Claw, Dragon Dance, Outrage, Sky Uppercut, Brick Break, Belly Drum, Flamethrower, Ice Punch, Thunder Punch, Rock Slide, Superpower, Focus Punch, Earthquake, Roar, Taunt
How It Fulfills the Concept: Kommo-o seems like it was built for a gen 3 environment. It's a strong Tyranitar answer, fearing only Ice Beam and being immune to sand with Overcoat, and it doesn't need to worry about its double weakness to Fairy. It also has utility options and a wide movepool.

:ss/manectric-mega:
Concept Name: Devamped Mega
Pokémon Name: Manectric
Typing: Electric
Stats: 70 / 75 / 70 (+10) / 115 (+10) / 70 (+10) / 115 (+10) (515 BST)
Abilities: Static / Intimidate
Notable Moves: + Flamethrower, + Overheat, + Trick, Thunderbolt, Crunch, Hidden Power, Thunder Wave
How It Fulfills the Concept: This was my best attempt at something that wouldn't be disgusting. Mega Manectric is a very straightforward mega, with Intimidate being its one standout feature, so of course this Manectric had to inherit that. It's slower than Jolteon in exchange for hitting a smidge harder and having better physical bulk, and it inherited its Fire-type coverage from later generations, giving it the leg up in terms of coverage. In the end I think it would end up in a weird space in between Jolteon and Eelektross.

:ss/eldegoss:
Concept Name: Sp. Def Phazer
Pokémon Name: Eldegoss
Typing: Grass
Stats: 80 (+20) / 50 / 90 / 85 (+5) / 120 / 65 (+5) (490 BST)
Abilities: Shield Dust / Effect Spore
Notable Moves: + Whirlwind, + Recover, + Toxic, + Hidden Power, Giga Drain, Synthesis, Sleep Powder, Stun Spore, Leech Seed, Rapid Spin, Aromatherapy, Weather Ball
How It Fulfills the Concept: A Grass-type that does your usual Grass-type things, along with several things that Grass-types don't usually do. It can spin, seed, phaze, cleric, and status, but obviously not all at once. Shield Dust is an underused ability that keeps it from being ruined by random secondary effects.

:ss/mr-rime:
Concept Name: Hail Abuser
Pokémon Name: Mr. Rime
Typing: Ice / Psychic
Stats: 80 / 85 / 75 / 110 / 100 / 80 (+10) (530 BST)
Abilities: Ice Body / Vital Spirit
Notable Moves: + Low Kick, Ice Beam, Blizzard, Psychic, Calm Mind, Thunderbolt, Slack Off, Rapid Spin, Baton Pass, Encore, Sucker Punch, Hypnosis, Taunt, Foul Play
How It Fulfills the Concept: Why doesn't Mr. Rime already get Low Kick? It gets Double Kick by level... Anyways, Mr. Rime functions as a hail abuser that is capable of threatening Tyranitar, with an uninvested neutral Low Kick doing 82-97% to uninvested Tyranitar. Ice Body boosts its longevity a bit while Vital Spirit lets it absorb sleep. Its moveset didn't need much changing; it already gets a ton of useful utility moves.

:ss/froslass:
Concept Name: Suddenly Signature Move
Pokémon Name: Froslass
Typing: Ice / Ghost
Stats: 70 / 80 / 70 / 80 / 70 / 110 (480 BST)
Abilities: Inner Focus
Notable Moves: Aurora Veil, Ice Beam, Blizzard, Shadow Ball, Thunderbolt, Psychic, Destiny Bond, Will-O-Wisp, Taunt, Trick, Spikes, Thunder Wave
How It Fulfills the Concept: I kept going back and forth on this and there's a real chance this is too good, but whatever. You want hail to be as viable as sand? Here's how you make hail as viable as sand. Froslass has a lot of tricks up its sleeve. Inner Focus is inherited from Snorunt and Glalie. Hopefully Brick Break being a relatively common move and the lack of Light Clay keeps this in check.

Item Name: Damp Rock (+ Heat Rock, Icy Rock, Smooth Rock)
Effects: Changes the duration of Rain Dance / Sunny Day / Hail / Sandstorm from 5 turns to 8.
Justification: May help make sandstorm somewhat less dominant and give other weathers an opportunity to shine.

Move Name: Coil
Effects: Boosts Attack, Defense, and accuracy one stage.
Distributed to: Ekans, Arbok, Onix, Furret, Dunsparce, Steelix, Seviper, Milotic, Huntail, Gorebyss, Eelektrik, Eelektross
Justification: A slightly better Bulk Up for Pokémon without Bulk Up. In Steelix's case, it makes Iron Tail and Rock Slide more accurate.

Ability Name: Unnerve
Effects: Prevents opposing Pokémon from consuming Berries.
Distributed to: Meowth, Persian, Aerodactyl (over Pressure), Ursaring, Houndour (over Early Bird), Houndoom (over Early Bird), Masquerain, Shuppet, Banette
Justification: Preventing opposing Pokémon from consuming their Salac or Lum Berries would help these Pokémon find a niche.

Pokemon Name: Articuno
Typing: Ice / Flying
Stats: 90 / 85 / 100 / 95 / 125 / 85
Abilities: Pressure / Ice Body
Notable Moves: Ice Beam, Heal Bell, Haze, Roar, Recover, Toxic, Protect, Reflect
How It Fulfills the Concept: Special Wall that is immune to spikes, can roar out CM users and heals in hail but loses out in raw bulk to Blissey and it's weak to Electric, Rock, and Fire.

Concept Name: Rock-resistant Spiker
Pokemon Name: Palossand
Typing: Ghost / Ground
Stats: 85 / 100 / 100 / 75 / 65 / 35
Abilities: Sand Veil
Notable Moves: Spikes, Will-O-Wisp, Whirlwind, Earthquake, Shadow Ball, Toxic, Curse
Removed Moves: Shore Up, Pain Split
How It Fulfills the Concept: Meant to compress the role of Fighting Check, Rock Check, and Spiker in one slot however compared to Pert it has much lower sp.def and speed, it can't check CB Meta and it's Pursuit weak.

Concept Name: BL Knight
Pokemon Name: Venusaur
Typing: Grass / Poison

Concept Name: Hail Abuser
Pokemon Name: Walrein
Typing:

Stats: 110 / 80 / 100 / 105 / 95 / 65 ( +0 HP | +0 ATK | +10 DEF | +10 SPA | +5 SPDEF | +0 SPE | 530 BST)
Abilities: Ice Body / *Snow Warning
Notable Moves:
: Earthquake, Rock Slide
: Ice Beam, Surf, Hidden Power Grass
: Curse, Toxic, Roar, Yawn, *Calm Mind, *Slack Off
How It Fulfills the Concept: Walrein is a thicc Pokemon with recovery and setup in Slack Off and Curse, along with respectable Special Attack and almost unresisted coverage in Ice Beam and Surf. With its typing and stats, it's able to take a large number of hits from the meta and fire back with powerful STAB. It gets scared out by common Electrics and Grasses, but it more than compensates by being a weather setter that's able to stay around for most of the game with its fantastic bulk and recovery. And of course, you can't mention Hailrein without mentioning the infamous Stallrein. With Slack Off for recovery and Curse to back up its physical bulk, Stallrein can stall out the opponent's team with Hail damage and scare out opposing Tyranitar with Surf, either winning the game through chip or weakening the team for a dedicated cleaner to finish up. For those worried about the already bulky metagame becoming more stall oriented, its important to keep in mind that this doesn't differ from Sand chip and only comes into play against non Ice-types or Pokemon without Leftovers, meaning that Knock Off support is greatly appreciated on Stallrein teams. Curse and Calm Mind are two other options for sweeping Walrein, and Yawn and Roar give it a lot more utility.

:Zygarde:
Concept Name: Post Gen 3 Dragon-Type
Pokémon Name: Zygarde
Typing:

Stats:
108 / 80 / 111 / 100 / 90 / 85 ( +0 HP | -15 ATK | -10 DEF | +19 SPA | -5 SPDEF | -10 SPE | 580 BST)
Abilities: Pressure
Notable Moves:
: Earthquake
: Dragon Claw, Hidden Power Fire
: Substitute, *Calm Mind, *Taunt, **Dragon Dance
How It Fulfills the Concept: Zygarde immediately faces concern due to the fact that it's a defensive Ground/Dragon with good coverage that steps on Flygon's toes, but without Dragon Dance and with new additions in Taunt and Calm Mind, Zygarde takes the role of a specialstallbreaker, running Substitute + Taunt to sit on walls akin to SubTaunt Keldeo in a modern competitive scenario. Its good offenses and bulk combined with amazing coverage allow it to be a versatile stallbreaker that differentiates itself from Flygon. As a bonus, this is also a Special attacking Dragon-type that uses its Dragon-type STAB. Along with Hidden Power Fire, It has unresisted coverage in Gen 3. Note that Dragon Claw is a substitute for Dragon Pulse.

Move Name: Freeze Dry
Effects: Freeze-Dry deals damage and has a 10% change of freezing the target. In addition to Ice's usual type advantages, Freeze-Dry is also super-effective against the Water type
Distributed to: All the Ice-types par for Abomasnow, Crabominable, Sneasel, and Silvally-Ice.
Justification: Every Ice-type loves the addition of a move that can hit Waters and our Water/Ice Pokemon now have unresisted dual STAB which is a nice boost to their movepool and viability. Lapras, Articuno, and Jynx also become more viable, with their main stoppers being afraid of Freeze-Dry.

Note: * means added, ** means removed

Concept Name: BL Knight
Pokémon Name: Slaking
Typing:

Stats: 100/120/90/95/65/105 (575)
Abilities: Own Tempo/Vital Spirit
Notable Moves: Bulk Up / Body Slam / Brick Break / Earthquake / Ice Beam / Rock Slide / Shadow Ball / Thunderbolt / Fire Blast / Yawn / Return
-Slack Off, +Thrash
How It Fulfills the Concept: Slaking no longer has to worry about Truant, so its freedom of move choice is a lot better. I see it running Bulk Up / Body Slam / Brick Break / Fire Blast for good coverage and not to be walled by Skarm, but it also could run Shadow Ball to better match with Gengar. 105 speed means it's still threatened by Gengar/Starmie (WoW and Psychic/TWave).

Concept Name: SpDef Phaser
Pokémon Name: Glalie
Typing:

Stats: 85/90/90/95/120/95 (565)
Abilities: Thick Fat
Notable Moves: Ice Beam / Spikes / Explosion / Taunt / Crunch
+Thunderbolt, +Roar, +Pursuit, +Earthquake, +Will-O-Wisp, +Yawn, +Light Screen
How It Fulfills the Concept: 85/120 SpDef allows it to absorb most GlowPass boosted attacks, even Fire type ones thanks to Thick Fat. It can also set up Light Screen for further SpDef augmentation. Then it can Roar away. Dark type makes it able to use Crunch efficiently, as well as the newly picked up Pursuit. It can eat a Fire Punch from Gengar and KO back with Crunch/Pursuit. Thunderbolt and Earthquake give it great coverage. Will-O-Wisp is to take on Physically Defensive mons. Yawn is to force switches.

Move Name: Thrash
Effects: +30 BP (120 BP)
Distributed to:
(Ursaring, Tauros, Zangoose, Slaking, Dodrio)
Justification: Give them an option to go ham without the recoil (assuming they use Lum Berry or Vital Spirit afterwards)

Ability Name: Refrigerate
Effects: Gen 7 Version
Distributed to:
(Regice, Articuno)
Justification: Both of these Pokemon are found in freezing locations

Concept Name: Post Gen 3 Dragon
Pokemon: Drampa
Stats: 108/70/91/135/91/36 BST:531(+46) (+30 HP, +10 Attack, +6 Defense)
Ability: Cloud Nine
Movepool Additions: Giga Drain, Slack Off, Calm Mind
Movepool Removals: Superpower
Notable Moves: Dragon Claw, Slack Off, Calm Mind, Surf, Hydro Pump, Ice Beam, Giga Drain, Flamethrower, Glare, Substitute, Protect, Roar
Justification: Drampa has many tools available that help it a lot in a gen 3 metagame, a sand immunity, great coverage and special attack stat. All I changed is I amped up its bulk as to make it suitably tankier, and replaced its moves that don't exist with their counterparts, they still fit well anyways. This makes Drampa excellent at doing its jobs, yet it still suffers, Normal Dragon isn't really a typing that provides much defensively, making it weak to Ice and Fighting, both pretty common types, the rare dragon type as well, and it only has a few resistances, but they're all decent. The addition of calm mind allows it to be a slow sweeper, a la suicune except with a sand immunity, and reliable recovery.

I'm going to skip BL Knight (technically) due my (supreme) ignorance and currently going to skip the New Item, New Ability, and New Move submissions since either most of the ones I might have suggested have already been done or the ones I likely wouldn't consider mostly seem reasonable to support. We'll see though.

If anything, then the only thing I worry about is the Devamped Mega Concept, but I'll put my aside here so that's actually, well, aside. Speaking of which, given I'm not sure if dittos were allowed, feel free to discount my version of Banette-Mega--are we renaming these Megas since they're, uh, not Megas anymore?--given Samtendo09 got one up first. It only seems fair even though ours are markedly different due to not seeing their edit until like an hour ago, well after I did mine. I at least got a new avatar out of it via my research on Bulbapedia.

I'll be the first to admit I'm a worrywort about everything, but...I'll be honest: of the concepts that won in Slate 8, this one easily worries me the most since (to me) Megas were largely a) poorly designed, b) given to mons that didn't actually need them, and c) clearly meant to as a response to power creep that went into overdrive starting in Gen V...which this Pet Mod precedes. Given Hoenn Gaiden has been deliberate in avoiding power creep and pretty good at it so far, this seems like an invitation to it unless focusing on the absolute weakest mons that got Megas, and even that's a tricky proposition given the other mons trying to be buffed, e.g. trying to do Beedrill-Mega or Pinsir-Mega probably just means that Volbeat and Illumise get screwed over again despite just buffing them. Hell, even with as crappy a mon as Banette-Mega is, even after nerfing it's Attack a lot and doing nothing to its Speed, it's almost dangerous as Golurk, one of the most dangerous new mons, while naturally being faster. That says a lot even though I don't think it will be outright impossible to add a balanced Devamped Mega--just very difficult.

Still, given I do think it can be done, this is really just blathering and venting about my caution rather than saying it should be veto'd; that would presumptuous of me even if I thought it "needed" to. I just hope whatever wins doesn't turn into an S-tier that makes Tyranitar weep in jealousy.

Regardless, I think this will be my new formatting going forward, but we'll see. That said, I'm also not sure if what I'm counting as a "Suddenly Signature Move" actually needs to be counted as one, but better safe than sorry.

*New addition to the mon in question
**New move by technicality on that mon (a.k.a. a move that mon got after Gen III...or an ability that a previously Mega mon retains)
***Suddenly Signature Move

Concept Name: Rock-Resisting Spiker
Pokemon Name: Garbodor (from Gen V)
Typing:
/
*
Stats: 101 HP (+21) / 095 Atk / 092 Def (+10) / 060 SpA / 092 SpD (+10) / 075 Spe (474 BST → 515 BST; basically the average for fully evolved Poison type plus fully evolved Ground types)
Abilities: Liquid Ooze* / Sticky Hold*
Notable Moves: (Ignores all of the basically universal moves like Hidden Power, Protect, Rest, Substitute, Toxic, etc.)
Body Slam, Brick Break*, Earthquake*, Explosion, Rock Blast, Rock Slide*, Sludge Bomb
Giga Drain, Thunderbolt
Haze, Pain Split, Recycle, Screech, Spikes, Spite
How It Fulfills the Concept: Despite essentially being a continuation of the latest slate in "Missing Links", this Garbodor is more concerned with dealing being anti-meta for Tyranitar and to a lesser extent Aerodactyl due to focusing on the "we need Rock resists please" spirit of this concept. As such, due to the ability to increase this Garbodor's kind of garbage BST--at least in the face of Gen V+ power creep--a bit here, I decided to focus solely on increasing bulk given how hard Tyranitar and Aerodactyl can hit even before CB. To that end, I fear I may have done it a bit too much, especially since I gave it enough HP to make 404 subs, but I'm not giving it Focus Punch at least; still, Brick Break might be a bit overkill even if I don't expect it to be super overpowering with that--just Tyranitar-murdering. Finally, it serves as a bit of a check for the apparent increase in Knock Off usage as well as the buff to Giga Drain, though Celebi probably still 2HKOs it at worst, at least with Psychic. Still, it's a bulky mon immune to both Toxic and Sandstorm without needing an ability to do so and without being weak to Fire or Fighting as a result.

Concept Name: Post Gen 3 Dragon-type
Pokemon Name: Flapple (from Gen VIII)
Typing:
* /

Stats: 070 HP / 110 Atk / 080 Def / 099 SpA (+04) / 100 SpD (+40) / 081 Spe (+11) (485 BST → 540 BST; the average of its two typings would have been 548 due to how much fully evolved Bugs drag down fully evolved Dragons)
Abilities: Levitate* / Overcoat*
Notable Moves: (Ignores all of the basically universal moves like Hidden Power, Protect, Rest, Substitute, Toxic, etc.)
Acrobatics, Earthquake*, Fly, Hidden Power*, Megahorn*, Signal Beam*, Wing Attack
Dragon Claw*, Giga Drain, Grav Apple***, Outrage, Sucker Punch
Dragon Dance, Growth, Iron Defense, Leech Seed, Recover*, Recycle, Toxic*
How It Fulfills the Concept: Eat your heart out, Flygon. Speaking of Giga Drain resists, I was going to just skip this concept too, but I figured I might as well tackle what is easily now the most confusing Dragon in the series after looking at what Dragons were (still) available. I have so many questions about Flapple's official design, such as "Why does it remain Grass when it's about Steel as Dhelmise's actual body is?", "Why does it not have Levitate despite clearly flying?", "Why Hustle since Hustle sucks and doesn't fit its flavor?", and just generally "Why?"; I mean, Appletun is at least cute despite also being borderline useless sadly, though adding Appletun would now unfortunately be redundant to Tropius (extra sadly). With this Flapple's new design, Flapple is meant to be at least a better offensive check to both Celebi and Spike abusing teams given its unique typing and its weird signature move, which I guess I'm counting as my version of "Suddenly Signature Move" even though it was always Flapple's signature move. (Flapple also adds a new Gen VIII mon if the mod really cares about that.)

Move Name: Grav Apple
Type:

Category:

Base Power: 80
Accuracy: 100%
PP: 16
Effect: 100% Defense drop by 1 stage on target as long it hits (and isn't absorbed). 1.5x stronger if Gravity is active.
Commentary: While weaker by virture of the minor double whammy of no longer being STAB and now going off of the Flapple's still weaker attacking stat, Grav Apple still has quite a lot of merit. The scaling back of power in Gen III means its casually the strongest single turn Grass move to exist, which is already something. Despite not helping Flapple with the fact that a lot of Flying mons give it problems, Grav Apple basically destroys the bulk Water mons that would otherwise wall it, and no mon wants to be hit with it repeatedly since it inflicts -1 Def every time it hits, resisted or not. That itself gives Flapple rather unique support to the rest of the team given basically no other -Def effect seems currently using in Gen III given you generally have to take a turn off to not do damage. It's probably better that it is special now since still being physical might be unfair with Dragon Dance, though given that this is on the same mon who is probably literally the only Grass mon to not get some type of instant recovery, it might have still been fine. (The Gravity aspect is meaningless in the current state of the mod, though to be fair, even when Gravity does exist it's usually still meaningless.)

EDIT: Above, Flapple has gained Hidden Power and Toxic explicitly since it needs to do as a Gen VII mon; it has also gained Recover (since Appletun has it) and +04 SpA (to round out its BST to 540 from 536). Below, my version of Banette-Mega has been replaced by Manectric-Mega.

Concept Name: Devamped Mega Evolution
Pokemon Name: Manectric-Mega (from Gen VI)
Typing:
/
*
Stats: 080 HP (+10) / 075 Atk / 070 Def (-10) / 120 SpA (-15) / 070 SpD (-10) / 125 Spe (-10) {575 BST → 540 BST}
Abilities: Lightning Rod** / Intimidate
Notable Moves: (Ignores all of the basically universal moves like Hidden Power, Protect, Rest, Substitute, Toxic, etc.)
Quick Attack
Crunch, Flamethrower**, Knock Off*, Sucker Punch*, Thunder, Thunderbolt
Agility**, Light Screen**, Refresh, Roar, Thunder Wave, Trick*
How It Fulfills the Concept: {There was a Ghost/Poison Banette-Mega with Volt Absorb here. It's gone now.} Given the regular Manectric is apparently outclassed by Electabuzz of all things, I figure that trying to adapt Manectric-Mega is...potentially inoffensive, especially since one of the concepts considered was "an Electric that Dugtrio doesn't automatically wreck". Manectric-Mega fulfills that by being faster than Dugtrio, having STAB Sucker Punch than Dugtrio even if it's slower for some reason, and has enough SpA to guarantee an OHKO on Dugtrio with HP Ice even with Timid if one layer of Spikes up is and still a coinflip even without Spikes. That's enough of niche even before having Intimidate and being as far as it is and now having Trick as a stand-in for Switcheroo. It also has rather decent coverage for how minimal its actually useful moves are. Finally, in case someone actually wants to try to improve regular Manectric, then this becoming part Dark might separate it enough...maybe.

Concept Name: Hail Abuser (...and technically BL Knight, I guess)
Pokemon Name: Dusclops
Typing:

Stats: 050 HP (+10) / 075 Atk (+05) / 130 Def / 075 SpA (+15) / 130 SpD / 045 Spe (+20) (455 BST → 505 BST)
Abilities: Pressure / Ice Body*
Notable Moves: (Ignores all of the basically universal moves like Hidden Power, Protect, Rest, Substitute, Toxic, etc.)
Body Slam, Brick Break**, Counter**, Earthquake, Focus Punch, Night Shade, Rock Slide, Seismic Toss, Shadow Ball
Blizzard, Fire Punch, Ice Beam, Icy Wind, Psychic, Pursuit, Sucker Punch**, Thunder Punch
Calm Mind, Destiny Bond, Grudge, Haze**, Memento, Mean Look, Pain Split, Snatch, Taunt, Torment, Will-O-Wisp
How It Fulfills the Concept: Given this is something I've vaguely mused about over the years, I've considered submitting this ever since Ice Body got accepted to this Pet Mod. It's basically like Stallrein except not a Water/Ice with offensive presence and far more HP and Speed. [/dissimile] In all seriousness, the biggest boon to this having Ice Body is that it's not an Ice mon, meaning it doesn't just stack a bunch of weaknesses on Hail teams, which Ice type is rife with even if being Ice is not nearly as bad as it in Gen IV onward. It also gives Hail teams a Spinblocker and Fighting-immune mon not damaged by Hail that isn't Sableye, which this is now faster than, or the nonexistent Frolass, which is less of a (Ice/Ghost) mon and more of a self-destruct button with some Spikes, Taunt, and Icy Wind stapled to it anyway. I'm perhaps being too conservative again in terms of buffs, but I would still rather make something that can be buffed later than something that's unfun in how overpowered it is and difficult to nerf. I'm also trying to leave room for Dusknoir in case anyone wants to try to redeem that absolutely horrible mon without obviating either this version of Dusclops, in the unlikely case it wins, or the default version of Dusclops, which is apparently already struggling if it's F Rank. Shrug.

Concept Name: SpDef Phazer
Pokemon Name: Cryogonal
Typing:
/
*
Stats: 080 HP / 045 Atk (-05) / 060 Def (+10) / 100 SpA (+05) / 135 SpD / 110 Spe (+05) (515 BST → 530 BST)
Abilities: Levitate / Ice Body
Notable Moves: (Ignores all of the basically universal moves like Hidden Power, Protect, Rest, Substitute, Toxic, etc.)
Explosion, Rapid Spin
Blizzard, Crunch*, Ice Beam, Icy Wind, Knock Off, Sucker Punch*, Water Pulse
Acid Armor, Growth, Haze, Iron Defense, Light Screen, Magic Coat, Recover, Reflect, Whirlwind*
How It Fulfills the Concept: This is another one I should arguably skip due to ignorance, but I figure that I'll do this more because I can sort of "cheat" and (also) focus on iceblazer's "Spinner that Beats Ghosts" in addition to the actual winning concept. I would more definitively do the former by just boosting this to 115 Speed, but I don't want to outright screw over Gengar, Espeon, and the buffed Jumpluff even if this now gets STAB Sucker Punch to murder two of those anyway. Speaking of STAB, this is now part Dark in part due to flavor and in part as a bit of an apology for Cryogonal having to deal with Jellicent since literally the beginning of this mod. Now Cryogonal goes from probably wanting to melt itself should Jellicent appear to being one of the best things to kill Jellicent deader, which is amusing. Being part Dark now also still doesn't step on Sneasel, who basically can't use its STABs in Gen III anyway, and makes it so new Cryogonal takes half as much damage from Pursuit when having to flee Tyranitar and other things. The -05 Atk might look weird, but I was basically trying to figure out how to make it so that opposing Cryogonals don't just murder your Cryogonal with Hidden Power Fighting if they've been Baton Pass'd any buffs with anything less than +2 Attack. Any more Attack stages than (or equal to) that, however, and your own Cryogonal still shatters before it can use its new shiny Whirlwind. (The extra Def also probably won't save you from any invested STAB Bug attacks, but that almost goes without saying. Cryogonal wasn't really living those just like it definitely isn't living Mach Punches and most other Fighting attacks now.)

There’s always a balance nerf in case the winner Mega proved too powerful. And if there is a severe power creep, an emergency nerf slate will emerge as well. I might make my Devamped Mega Banette standing out more from Golurk, as a more mixed attacker, and lower the bulk just a bit.

Your criticism of Mega Evolution in general is perfectly understandable, and I want to let you know that you are not the only one that have a similar feelings to Mega Evolution. I myself felt that Mega Evolution focused too much on popularity, especially in XY.
