Primary physical wall and spinner. If I go w/ Zap Cannon, I can counter DDGyara, but I'm not sure of the EVs. Earthquake is always an option, but I think that my team needs a DDGyara counter more. Opinions?

Since Tangrowth no longer exists to counter Pert, I figured I would play w/ Starmie's EVs and Nature and give it a Scarf. Grass Knot serves as a counter to many bulky waters in general and Pert in specific. Psychic, Modest, and Scarf are to let it kill Modest ScarfGars and Heracross, and as an added bonus gives the Star extra STAB.

Revenge Killer.

Fortress is my main area of concern, as I'm not sure whether or not to go with Zap Cannon or not, but as IggyBot pointed out, my team has a decent weakness to Ice/Electric. As far as I can think, Fortress is my best bet for a spinner that isn't weak to those types. It also gets Spikes, which is quite nice. I could also do w/ some suggestions for Starmie.

In third slot, i recommend to use Hidden Power Ice. Fourth slot is depend on you.

I don't know. If I put HP Electric on Lucario instead of HP Ice, would it still be as useful? It would be great to get rid of a Gyarados from the get-go, and even if they aren't leading with a Gyara, I could save HP electric for later and surprise the opponent with a OHKO. Na your Tangrowth already counter Gyarados. I will just use Hidden Power Ice on your Lucario

On gyrados, use Waterfall/EQ, or Stone Edge/Ice Fang. I prefer the second, since it gives more coverage.

I agree since Specmence kills Tangrowth with fire blast and kill Lucario while outspeed it. I think Ice Fang and Stone Edge will solve general SpecMence problem and Gyarados problem

I don't think that I need Stone Edge, as Tangrowth already deals with Gyara. Ice fang would work well to kill SpecsMence, so I'll put that on there.

Any other suggestions?
 
Worried about Dugtrio. Since Dugtrio has both Aerial Ace and Sucker Punch, are all those speed EVs worth it? You will need something to sustain the frail mole trio, and my suggestion is HP. Keep full attack and Jolly, but go for some more HP. "I need all that speed otherwise Duggy's dead!" ok, arena trap something you know you can out speed without the EVs.

You what, in the above I probably made an ass of myself, so simply put, Dugtrio is tricky and probably needs removing, and replacing.

The good thing is that Dugtrio is resistant to Electric, saving Gyarados.

You chould switch Starmie around into Forretress, and then depending on how you feel, swap out Tangrowth for something like Heatran. That would force you to use your own Gyarados as a Gyarados counter though, so it's up to you. Another option would be changing Tangrowth to Forretress, and ditching Rapid Spin on Starmie.

Replaced Rock Slide on Duggy w/ Stone Edge.

If I swapped out Tangrowth for Fortress, I would lose my Pert counter. Is the best way to fix this to take Starmie, make it Modest, give it Scarf, switch EVs to 252 Spe/252 SpA/6 HP and give it Surf/Ice Beam/Grass Knot/Psychic? Grass Knot for bulky waters in general, Pert in specific. Psychic would work w/ Scarf to kill Cross and Modest ScarfGars, and has an added bonus of giving Starmie extra STAB.

If I get Fortress instead of Tangrowth, should I put Zap Cannon on it to counter DDGyara? If so, how many EVs should I put into SpA, if any?
 
I have also been wondering about the merits of Stealth Rock on Blissey over TWave. I like both moves, but a status would be nice. If anyone can suggest which would be better for my team, that would kick ass.
