You'll need to be more specific. Do you mean how to create Pet Mods like they do in Other Metagames? http://www.smogon.com/forums/forums/pet-mods.300/
If you mean forum or simulator mods, they are only given out to trustworthy individuals that are active in the forum community, are experts in their area, and are given out on an as-needed basis.
