How to use Taunt

Help... How come I use taunt after someone used a move but they can still use it right after?

Are you thinking of Torment?

I was half hoping that I would get to answer "1. Hit the Attack button 2. Hit the Taunt button!".

You're probably mixing up Taunt and Torment. Torment stops repetition of moves, while Taunt stops any non-damaging attack.
