I don't think this is a very simple question to be answered. Correct me if im wrong.
All my IV and EV calculations came from this:

I traded for a impish gligar with these IVs: 31hp/30atk/31def/27spd/29satk/30sdef
So I started with it at lvl 5 no evs used. I wanted to get my hp evs to 252 up first. I went to route 213 to kill the trainer there with 3 lvl 52 gastrodons. I beat that trainer the first time killing his 3 shellos. So this added up to 6 evs into my gligars hp evs. So the 152 hp evs I needed to get was reduced to 146 needed. Then I killed 1 wild shellos to bring it to 144 needed. Then I started battling that trainer with 3 gastrodons. I beat him 12 times so that made the 144 evs left. By the way, I always had gligar wearing exp share w/poekrus. So gligar was never put into battle. So the total of 152 evs in hp I needed was complete. Now all I needed to do was add 10 hpups to make it 252. On my first try on using a HpUp it said I couldn't use it on gliscor. Whats up with that??
So I thought that the previous owned of the gligar added 10 HpUps before trading it to me. So it should by now equal 252 evs. Now heres the major problems. By using the calculator above here is my input:

The range of life I should've had on my gliscor was 132-(14x or 150x).
My gliscor only has 134 hp and its suppose to be a 31 IV Hp. So I then put 152 in ev hp into the calculator. It then showed max hp was 134! So this means that 10 HpUps were not added right? Then why cant I use any HpUps? Is there something that I dont know?
