Illegal Moveset?

I was battling my friend and he had a Blastoise that knew Counter, Mirror Coat, Aqua Ring and Protect. Is it illegal? I don't think Blastoise can have both Counter and Aqua Ring.

Counter is a 3rd Gen Movetutor, and Aqua Ring is a 4th gen egg move as far as I can tell. That would make it illegal.
