IN-GAME: Obtaining perfect IVs, Natures, Egg Moves, EVs, Etc.

So, how would I go about doing this the quickest.

Say I want..

a Weavile with 31 IV in ATK and SPD, nature of Jolly, egg moves of Ice Punch and Pursuit, EVs of 252 ATK and SPD.

Mainly the IV part, I don't really understand how you can guarantee what the IVs are without having to train it up.

In-game NPCs are usually pushovers, so I just focus on natures for the most part. I use the opportunity usually to raise something that could be used as a good breeder at the end of the game, maybe get their high level moves or understand how less popular moves work.
 
What's there to really discuss? There's a breeding guide, and this is more of a simple question, simple answer since breeding is rather simple and it's more of a game of patience. I don't see this thread promoting much real discussion at all...
