IRC Trouble?

Whenever I try to join, I get this:

I have never even used the IRC. Today was the first time I ever tried... Before this I kept getting the message that the channel did not exist. I do not understand what I am doing wrong.
 
I don't think you've done anything wrong, part of your address is likely simply banned.
