Is gabite banned from standard play?

I know that with NFE's only pokemon that differ extremely from there FE formed can be different teirs, or are treated differently (porgyon2/Z Raichu/Pikachu Scyther/Scizor)

So by definition, Gabite would be UBER?

Clearly it doesn't have the stats for OU, so no one would use it anyway, but is Gabite UBER or UU/BL/OU?
 
Gabite and Wynaut are the only ubers that actually have pre-evolutions, and both were only made uber recently. So I don't think there is an answer to your question, as it's never seriously been discussed.

If I had to give an opinion, I'd say yes, it should be allowed in OU.
 
Current definition says that a pre-evolution is the tier of its evolution unless something significant differentiates it from its evolution. eg. Scyther, Pikachu, Clamperl, Vigoroth. It could always be put to a vote, most would probably say OU anyways, and it would likely slip down in to BL.
 
In terms of true power, Gabite probably isn't even strong enough to be a top-level UU poke. If you go by the NFE logic though, it would be Uber.
 
There are no pre evos in DP uber or UU, so yes it is OU, but belongs to a tier called "limbo" here.
