I am soft resetting for a good Rayquaza and I cam up with this: Jolly 30-31/30-31/28/x (0-1)/30-31/15 I think the bad speed Iv is made up for by the nature, and a choice scarf...
Is it good enough?
 
there is the look at what I bred thread (use that next time).

Anyways toss for me(there are other jolly Rayquaza that also run scarf and chances are they'll outspeed you for the kill with outrage or dclaw)
