[Overview]

<p> Jolteon is a OU speed devil. Having one of the highest base speed stats in the tier. It should not be forgotten that Jolteon also has good Special Attack which can make it a effective threat. Jolteon can fire off powerful STAB lightning bolt and Thunder and has a immunity to Electric. With the combination of Jolteons unique Stats and movepool it can fill a variety of roles for a team. Jolteon however is certainly no way untouchable. Several pokemon are resistant or just immune to Electric attacks. Jolteon's defense are mediocre at best and finds it difficult to shrug off hits. It can even be beaten on its own field of speed by strong priority users or the large amount of Scarfed Pokemon. Nevertheless Jolteon still is a amazingly effective pokemon on teams if used right. </p>

[SET]
name: Attacker
move 1: Thunderbolt
move 2: Hidden Power Ice
move 3: Volt Switch
move 4: Shadow Ball/ Signal Beam
item: Life Orb/ Choice Specs
ability: Volt Absorb
evs: 252 SpA/ 252 Spe/ 4 HP
nature: Timid/ Modest

Jolteon has incredible speed which makes it a awesome Attacker. Jolteon can also be found to make a effective scouter with Volt Switch. Thunderbolt is a powerful STAB to have. Volt Switch makes a great scouting move and constantly keeps the opponent on their toes. It should be noted though that ground types stop this completely and like to switch on Jolteon. Shadow Ball is a very effective move which lets it strike down Chandelure and Gengar. Though Signal Beam is also a viable option notably being able to KO Celebi with ease.

[ADDITIONAL COMMENTS]

<p>The Hidden Power lastly is one of the most important matters in the set. Hidden Power Ice is most commonly used which lets it hit common threats like Grachomp, Dragonite, Gliscor, and Salamence. However a couple more options that are Viable. Hidden Power Grass can get rid of many pokemon that usually counter Jolteon and rain teams. HP Grass deal away with Gastrodon and Quagsire. The next Hidden Power that can also be of use is Hidden Power Fighting which gets super effective hits on Tyranitar, Heatran, and Ferrothorn. Hidden Power Fire can be contemplated but usually is only for Scizor. The Hidden power used though depends on the team and Jolteon will always have a counter on which ever Hidden Power used.</p>

<p>Baton Pass can always be used as a weaker substitute for Volt Switch which lets it switch out on even ground types. Jolteon can fit into a variety of teams that will support it. Rain based teams are usually the best for Jolteon which also lets it use Thunder without a accuracy worry. </P>

[SET]
name: Baton Passer
move 1: Baton Pass
move 2: Thunderbolt
move 3: Substitute
move 4: Hidden Power Ice
Item: Life Orb/ Leftovers
Ability: Volt Absorb
Evs: 252 SpA/ 252 Spe/ 4 HP

Jolteon arguably is one of the top scouters and switch forcing in the tier.

Hey great work so far! The only thing I would change is having Choice Specs before Life Orb on the Attacker set. Imo, Jolteon is one of the top five best users of Choice Specs due to its blazing fast Speed.

Id put signal beam over shadow ball-thunberbolt hits gengar and chandelure hard enough. Being able to 2hko tyranitar is a huge achievment

I would call the first set Special Attacker, the second Baton Pass. The order of the EVs should be 4 HP / 252 SpA / 252 Spe. Also agreeing with yaysnivy on Specs first; Jolteon is an amazing Choice Specs user. On a really nitpicky note, I think that Volt Switch should be the first move on the Special Attacker, it is really useful and is probably the move I personally use the most when I use Jolteon. Also agreeing with MegaKick on Signal Beam>Shadow Ball; Tyranitar is great to be able to beat. Jolteon can also pass Agility and Work Up. It can make use of Thunder Wave possibly, as well. It also gets Wish.

You're off to a great start, and cheers!

Ehhh sorry to be a dick but your writing isn't up to stuff. I can already see the migraines GP will have with this thing. It's nothing personal but I am giving serious thought to re-assigning this unless I see a fair bit of improvement.

Can I have a specific example so I can make sure it's better overall. I will improve it.
I'll give you a few, along with a few other minor things. As I previously mentioned, the order of EVs should be HP<space>/<space>SpA<space>/<space>Spe. In fact, any slashes should be First Option<space>/<space>Second Option. Also, every single one of your paragraphs needs to be included in <p></p> tags, similar to this:

<p>This is what it should look like. It shouldn't change randomly each paragraph.</p>

To give you an example, I'll give an amateur GP of the first paragraph of the Special Attacker set.

<p>Jolteon has incredible sSpeed and Special Attack, which makes it an awesomeeffective special Aattacker. Jolteon can also be found to make a effective scouter with Volt Switch.is also an effective scout with Volt Switch. Thunderbolt is a powerful STAB to haveattack that hits extremely hard when backed by STAB. Volt Switch makes a great scouting move and constantly keeps the opponent on their toes. It should be noted though that ground types stop this completely and like to switch on Jolteon. The main problem is that Jolteon cannot touch Ground-types, so teammates like Mamoswine and Keldeo are helpful. Shadow Ball is a very effective move which lets itthat allows Jolteon to strike down Chandelure and Gengar. Though Signal Beam is also a viable option notably being able to KO Celebi with ease. However, Signal Beam is also a viable option to OHKO Celebi with ease.

Also, while we don't necessarily want fluff, I personally having run into this problem, your write-up is overtly short. There is no detail that explains the actual playstyle of the first set, which is essential. You have also mentioned no teammates to deal with Jolteon's problems. Also, you lack the tag [SET COMMENTS] for the description of the set's moves and playstyle. One more thing, when using commas, it should be written like this:
cheese, pizza, and pie.

instead of

cheese, pizza,and pie.

Also, your capitalization is all over the place. The one place I think you need to take a look at is here: Smogon's Spelling and Grammar Standards, a thread that dictates capitalization, spelling, abbreviated terms, along with correct use of coined competitive terms. Other than that, the actual content of the sets themselves look good, other than the other things I mentioned. Anyways, cheers!

I'm sorry, but the writing is pretty sub-par, both grammatically and content-wise. This also has not been touched in well over a month. Locking.
