With Kangaskhan's great base 90 speed, he out-speeds all common leads baring Alakazam, Ambipom, and ties with Moltres (unless it's scarfed). Fake Out allows you to hit opposing leads and break their sashes, while Scrappy ensures that they can't just switch in a ghost to set up on you. Counter, with Kangaskhan's beastly base 105 HP stat means that you can very easily KO a lot of pokemon with it, while simultaneously bringing yourself down to your sash, so you can unleash Endeavor's to take other pokemon down to 1 HP before you go. Sucker Punch provides you with a powerful base 80 priority move that just happens to hit Alakazam leads for super effective damage, along with also making it easy to KO opponents that really want to kill you by poking your last remaining Hit Point.
 
Imo Kangaskhan is way to bulky to utilise a set like this.
Besides the physical leads in UU are rare as most are set up pokemon (the pixies, Omastar, Electrode, ...).
 
I don't really know the UU/NU metagame that well, but it just seems rather pointless to be running a Jolly nature and 252 Speed EVs on a set that 3/4 moves are priority. So maybe an Adamant nature and shifting those EVs to HP or Special Defense to force them to attack you on the physical side of the offensive spectrum.
 
Adamant does make a lot of sense, seeing as it will give more power to Fake Out. Does being Jolly give me that many more targets for hitting with endeavor?
 
How does this set stop anything? Almost every lead has a field day with it, as they can set up hazards and then switch out unhindered. This set would do much better with Return and Low Kick, at which point it would be the physical attacker set.

In short, no.
 
too gimmicky and situational. the best case scenario is that you play something faster than you and endeavor while it attacks. but in the mean time you do absolutely nothing so it's basically an even trade at best (not worth it). most bulkier things won't do enough damage to ohko you or even get close so you can't endeavor effectively. finally it's setup bait for everything under the sun.

Unless your opponent is really bad / has a really bad team, you're likely to only get one KO off (if any). Also extremely situational and loses to a lot of common leads.
