[OVERVIEW]
+Great Ability in Protean.
+Amazing coverage as in Knock Off and Rock Slide.
+Priority in Shadow Sneak and Sucker Punch as well as Fake Out
+Excellent base 120 Sp.Defense.
+Checks Togetic with Knock Off and Rock Slide.
+Checks Ghost-Types with Sucker Punch.

-Very slow base 40 speed which can cut Kecleon's sweep short.
-Four move-slot syndrome. It has a hard time fitting all possible moves onto one move set. Recover is a option as well as Stealth Rock yet they are difficult to put into one set as Kecleon loses potential coverage if it runs one or both.
-Decent base 90 Attack.
-Faces competition from Meloetta-Piroette Forme due to its better Speed and Attack stats.

Moves
============
  • Rock Slide is a good way to deal with Flying-types when it is a Fighting-type as to turn into a Rock-type and resist Flying-type attacks. It also has a chance to flinch which is beneficial.
  • Sucker Punch is Kecleon's most powerful priority and STAB by Protean. It covers Kecleon's problem as a Ghost-type as it hits Ghost-types like Jellicent and Trevenant for decent damage. Shadow Sneak removes Kecleon's Fighting-type weakness by using Protean and still provides the coverage Sucker Punch gives.
  • Drain Punch gives Kecleon a source of HP recovery and a way to hit Rock-types for decent damage such as Tyrantrum and Rhyperior. It also solves Kecleon's Dark-type problem as a Ghost-type by turning into a Dark-type.
  • Depending on if Kecleon chooses Sucker Punch or Shadow Sneak, Knock Off does the same as Sucker Punch except not being priority and instead removing the opponent's item. Shadow Claw does the same as Shadow Sneak yet being more powerful and not being priority.

Set Details
=============
  • A Adamant nature is used to improve Kecleon's attack and lower its not used Sp.Attack stat. A Careful nature could be used to improve Kecleon's Sp.Defense.
  • 170 HP EVs are used to improve Kecleon's HP stat while keeping it a odd number as to reduce damage from hazards such as Spikes. 252 Attack are used to maximize Kecleon's damage output. The 86 EVs remaining go into Special Defense to heighten Kecleon's average bulk.
  • Assault Vest makes Kecleon make use of its expansive move pool and decent 120 base Special Defense to make Kecleon take special hits with ease walling the likes of Jolteon and Mega Camerupt a lot more better.
Usage Tips
==============
  • Special attackers give Kecleon the perfect opportunity to come in due to Kecleon's high special bulk.
  • Use Rock Slide to turn into a Rock-type via Protean when you are a Fighting-type to catch Flying-types off guard and resist their STAB move.
  • If you run Sucker Punch, use it to switch to Dark-type from a Ghost-type and to hit faster threats such as Meloetta and Medicham. If you run Shadow Sneak, use it to switch from Dark or Normal-type to Ghost-type to take a Bug or Fighting-type hit and to hit a frail Psychic-types such as Kadabra or a frail Ghost-Type like Haunter.
  • Use Drain Punch to hit Rock-types and Dark-types from being a Rock-type or Ghost-type and to also take a Rock-type or Dark-type hit.
  • If you run Knock Off, use it to knock off Eviolites, Life Orbs, or Choice items to take away their benefits and to also use it to switch to Dark-type from Ghost-type to take a Ghost-type attack. If you run Shadow Claw, use it as a basic Ghost STAB and to switch from a Normal-typing or Dark-typing to Ghost-typing to take Bug or Fighting-type hits.

Team Options
==============
  • Kecleon appreciates hazard support from the likes of Smeargle and Uxie due to the mind games it creates mid-late game.
  • Physically Defensive Pokemon such as Mega Audino and Cofagrigus pair well with Kecleon as they can take Fighting-type attacks directed at Kecleon.
  • Clerics such as Alomomola, Togetic and Aromatisse can pass on wishes to Kecleon and cure any status it may carry with Heal Bell and Aromatherapy.
  • Poison-types pair well with Kecleon such as Drapion as they remove Toxic Spikes as they come in.
[STRATEGY COMMENTS]
Other Options
==============
  • A more defensive spread of 248 HP / 86 Atk / 174 SpD could be used however Kecleon's attacks will be noticably weaker.
  • Choice Band could be used to increase Kecleon's damage output but you lose out on taking special attacks easier. This also applies to Life Orb.
  • Ice Punch could be used to cover Rhyperior and Rhydon but will have no point outside of that. Same goes for Thunder Punch for Alomomola.
  • Stealth Rock and or Thunder Wave could be used but Kecleon cannot run Assault Vest and there are better users of the two moves such as Rhyperior and Ferroseed.

Checks and Counters
==============

**Mega Audino**: As not common in RU, Mega Audino has no problem taking any attack from Kecleon and can set up on it with Calm Mind.

**Status**: Pokemon that are capable of inflicting status such as burn and Toxic make Kecleon's life a lot harder as Kecleon is easily worn down by it. Pokemon such as Alomomola and Cofagrigus can all inflict status onto Kecleon.

**Faster Physical Threats**: Sawk, Gallade, Hitmonlee and Emboar all threaten Kecleon and resist Sucker Punch. Yet they have to predict when Kecleon will use Shadow Sneak or Sucker Punch.

**Physical Walls**: Physical Walls such as Rhyperior, Alomomola and Weezing can all take attacks from Kecleon yet Rhyperior has to be wary of a rare Ice Punch as well as Alomomola but for Thunder Punch instead.

**Cofagrigus**: Cofagrigus walls Kecleon as if Kecleon touchs it with a physical move then it loses Protean. Cofagrigus can also inflict burn on Kecleon to reduce the damage done from it.

You still need to work on your EV formatting, and remember to add spaces between slashes. You are improving, but your Overview still notes stuff that it doesn't need: you don't have to list the stats, Speed is an exception if you are noting the benefit/problem of the speed tier. Explain why the benefits are good in the metagame and why the problems are bad (what can it not deal with due to 4 moveslots?). I also do not see why you mention its mediocre Normal typing, it has Protean. It's been a long time since I've played RU, or with Kecleon, but is Choice Band worth mentioning at all in Other Options? You lose out on the benefits of Protean if you can't switch moves, and locking yourself into priority is pretty bad as well.

Btw, Usage Tips are not where you tell people how to use the moves, that's what Moves is for. Yeah, explain the timing of when to use a Protean move, but don't only have that as Usage Tips. Note what it can switch in on, how to avoid the pitfalls of Protean, etc.
 
Hey, to follow up on our VM conversation, here's some more information on how the analysis should be formatted.

Here are some things I noticed really quick:
- Under Set, the EVs should be listed as 170 HP / 252 Atk / 86 SpD.
- All other mentions of Special Attack or Special Defense need to be spelled out, except when you give a full EV spread under Other Options. That would read 248 HP / 86 Atk / 174 SpD.
- When referring to a specific type, "type" should not be capitalized. For instance Rock-type, not Rock-Type.
- Nature shouldn't be capitalized.

Also, I'd probably cut Return out entirely as I don't think there's any reason to use it. I hope this helps!

The pokemon itself might even be usable to an extent but this analysis is not appropriate especially since you have ev numbers that aren't multiple of four.
