Skewda is definitely the main comparison here because you really are running only one of the two most of the time, and it does support like daunt builds etc a lot better. and as a Dragon-type, with Salamence also offering access to Hydro Pump and Hurricane with far better defensive utility and longevity. depending on how in detail you want to go in this section, its worth mentioning that mence has a huge downside in this comparison still however, in that its big aegi fodder, with subtox aegi generally being one of the biggest threats to rain to begin with mence tends to force u to spend more in terms of dealing with subtox aegi in the teambuilder. It also faces competition from Barraskewda, another Pokemon with Swift Swim but better immediate power and Speed. better immediate power is true in a vacuum but this only really comes down to its water STABs, kingdra having hurricane + draco makes it a lot more immediately threatening to some of rains worse mus like tang. definitely important to comment here imo on its pivoting too, this is one of the bigger differences because its not like a momentum sink into its counters like kingdra is with eg. chansey. Lastly, Kingdra's Speed and damage output can be rather middling outside of rain, causing it to rely more on Pelipper's Drizzle support than nearly any other Pokemon featured on rain teams, including Keldeo and Azumarill. mdo feel like daunt is the biggest example here of things that function extremely well without the rain still, keld can still be fairly reliant on it unless it pulled up a fantastic matchup to begin with, especially since ur typically stacking mons that share kelds checks.
