Lapras functions as a solid special tank and is able to trade with several of the most dangerous special threats in the tier such as Togekiss and Hydreigon while also having a niche of being able to take on opposing waters such as Gyarados, Gastrodon and Quagsire thanks to its natural bulk, ability, typing and access to Freeze Dry. It also benefits from its Gigantamax forme, which gives it access to Gmax-Resonance which sets up Aurora Veil. Lapras benefits from a variety of items such as Leftovers, Assault Vest and Weakness Policy. Assault Vest is the most common item on Lapras, allowing it to better soak hits from Togekiss, Dragapult and Hydreigon. Leftovers gives Lapras a little recovery and works well with Substitute to help break through stallier builds. Alternatively, with Weakness Policy, Lapras can soak up weaker Electric-type moves such as a Rotom-formes' Volt Switch due to its natural bulk and become an offensive threat. Another option is running Light Clay, which extends the duration of Aurora Veil used from Gmax-Resonance.

Freeze Dry is Lapras's most important move and enables Lapras to hit opposing Water-type Pokemon super effectively, with the added bonus of hitting Gyarados, Quagsire and Gastrodon 4 x effectively. Sparkling Aria is the main Water-type STAB move used because it bypasses substitute. Sheer Cold gives Lapras the ability to pressure stallier teams such as teams containing Toxapex, Corviknight, Ferrothorn or Corsola-Galar. Ice Shard is Lapras's priority which allows it to pick off weakened fast Pokemon such as opposing Dragapult and Hydreigon. Other options include Thunderbolt, which is common on more offensive sets in order to better pressure Corviknight and Gyarados whilst Dynamaxed. Lapras is also able to substitute on a variety of defensive pokemon such as Hippowdon, Gastrodon and Toxapex and threaten with its coverage. The Speed investment allows Lapras to outspeed speed Tyranitar, the rest is placed into HP and Special Attack for the most mixed bulk and power. Alternatively an EV spread of 172 Hp / 252 SpA / 84 Spe can be used to outspeed Jolly Belly Drum Snorlax as well as Defensive Corviknight.

Pair Lapras with pokemon that are able to check Rotom formes such as Mold Breaker Excadrill or Hydreigon. Lapras also struggles against Ferrothorn and Aegislash, so Rotom-H can be a good partner to pressure these Pokemon.

I think we could add a second set here, which would include all the other possible sets (throat spray, leftovers, WP etc.) but Im not sure whether it is noteworthy enough given Lapras's usage. Substitute, Whirlpool/Perish Song/Protect and Thunderbolt seem other decent options, the latter hits only corviknight really, but Corviknight is Corviknight.
 
Surf is the same BP but doesn't bypass substitute. I guess there is niche interaction where targets are cured of burns which could be considered.
