Is Celebi an Uber in the DP Metagame or is it in the OU tier?

And what is with Latias and Latios without Soul Dew - Uber or not?

As of now lati@s are uber even without the Soul Dew, but I can almost be sure someone is going to be daring enough to test it in OU
