[SET COMMENTS]

With Latios's amazing Specially Offensive powers, it is very possible to set up a Physical Sweep. The strategy here would be to bring in Latios on something it forces to switch out, and set up a Dragon Dance. After that take care of whatever the opponent brings in to counter you. Blissey, Tyranitar, and Scizor, all can be taken out with Dragon Claw, Earthquake, and Hidden Power respectively, and from that point, you can continue to destroy things with any of the listed attacks.

There are several other options that can be used. Outrage, which is usually thought of on a Physical set, can actually be dropped on Latios, as it is not needed to OHKO any threats. (Blissey is 2HKO'd by Dragon Claw, but is not OKHO'd by Outrage.) Zen Headbutt is an option if you want the secondary STAB, but that will leave you open to Steel-types, most notably Scizor and Skarmory.

[ADDITIONAL COMMENTS]

While it may seem that Salamence does a better job at this, the lack of a 4x Ice weakness, as well as no Stealth Rock weakness give Latios an edge. Latios also has the advantage when it comes to setting up, as many of the common counters to Latios are very easily taken out by this set. It should still be noted that Blissey is only 2HKO'd.

Only thing this Latios would have over Salamence is the 2x Ice-type weakness over 4x and only 12.5% SR damage over 25%. It is much weaker than DD Salamence, doesn't get Intimidate, and is slower without Jolly nature. I can understand the unpredicted factor, but this guy is hardly able to set up on anything. Blissey is just going to Toxic you and you're going to fail to beat Blissey after 2 Dragon Dances as Blissey will just Wish + Protect stall you. Without Fire Blast it is completely walled by Skarmory and Bronzong. This would probably be used as a 'gimmick.' Not at all competitive.

And half of the sets out there aren't gimmiky anyways? Yes, Blissey will still cause problems, but it does still take out the likes of Skarm. (Skarm takes 65.9% - 77.8% from Hidden Power Fire.) Bronzong has no reasonable way to recover, so it will end up defeated. Also, I would just like to point out that I wouldn't expect this to be it's primary set, it would just be an option for someone looking to try to surprise the opponent.

There's already a DD latios set, anyway

Agreed, but it is Special, this one is Physical.

The major sell point to this set is that it bluffs a Special Set just to hit hard Physically.
