Moves
=========
Mew's role is to get up Stealth Rock as quickly as possible. Taunt prevents Stealth Rock from being set up by opposing entry hazard setters such as Landorus-T, Garchomp, and Excadrill, as well as stopping free setup from Pokemon such as dual screens Serperior and Cloyster. Thunder Wave allows Mew to cripple threats to hyper offense such as Mega Diancie, since it gets paralyzed through the interaction between Magic Bounce and Synchronize, as well as other threats like Serperior, Mega Alakazam, and Mega Metagross. Will-O-Wisp is another option, allowing Mew to weaken physical offensive counter leads, such as Weavile, Landorus-T, and Excadrill. Lastly, Explosion allows Mew to generate momentum by doing massive damage as well as denying Rapid Spin and Defog from slower Pokemon such as Excadrill and Zapdos.
Set Details
========
252 Speed EVs with a Jolly nature allows Mew to outspeed and prevent most entry hazard setters such as Excadrill and Garchomp from setting them up with Taunt. It also lets Mew Speed tie with opposing base 100s, like Mega Charizard X, Mega Charizard Y, and Volcarona, preventing them from setting up with Taunt or crippling them with Thunder Wave. 252 HP EVs maximize Mew's bulk, allowing it to use as many moves as possible to disrupt foes. Mental Herb prevents opposing Taunt from faster Pokemon such as Thundurus and Serperior so they can't stop Mew's Stealth Rock. Colbur Berry can be used to protect Mew from being OHKOed by Weavile, allowing Mew to paralyze or burn it and set up Stealth Rock.
Usage Tips
========
Mew should used as the lead Pokemon on hyper offense teams, since its role is to set up Stealth Rock, as well as preventing opposing Stealth Rock from slower setters such as tank Garchomp and Landorus-T. Thunder Wave should be used first when facing Mega Diancie, Serperior, and Weavile, since it prevents them from threatening the rest of Mew's teammates with their high Speed. Explosion should only be used once either Stealth Rock is set up or when facing Mega Diancie, which bounces back Stealth Rock. It can also be used to prevent potential entry hazard removers like Defog Zapdos and Rapid Spin Excadrill from clearing Stealth Rock.
Team Options
========
Teammates like Volcarona, Dragonite, and Mega Gyarados appreciate Mew's ability to prevent opposing Stealth Rock from being set up, meaning they can come in at full health. These Pokemon also appreciate Mew's ability to paralyze faster threats like Mega Diancie and Serperior, which can prevent them from setting up and sweeping either through OHKOs from Moonblast and Diamond Storm or paralysis from Glare. Slower attackers such as Bisharp also appreciate Mew's ability to paralyze Mega Diancie, since this flips what would otherwise be a positive matchup for it. Teammates like Mega Pinsir can benefit from Will-O-Wisp Mew, since it can catch strong threatening physical attackers like Weavile off guard and allow an easier setup opportunity later.
