I'm trying to fugure out if Scizor will work as an effective staller.
First, lets look at its stats.
Besides the most obvious, its massive 130 Attack, it has a solid 100 Defense, and a respectable 80 Special Defense. Its 75 HP is decent, and a Speed of 65 is sub-par, but for stalling, Speed isn't always a priority. 55 Special Attack can be disregarded.
Of course, it's Traits would have you believe it is solely an offensive Pokemon, but we're trying to prove otherwise here.
Swarm- When it's HP is below 33%, all Bug type attacks get a 1.5x boost. This means that with STAB and Swarm, X-Scissor has 180 Base, if I understand correctly.
Technician- Attacks with Base below 60, get a 1.5x Boost. This is somewhat useful, as Scizor does have a few notable physical attacks with Base 60 or less. Aerial Ace, Quick Attack, Pursuit, and Double Hit raise interest.
Now let's take a look at its movepool.

Okay, let's begin discussion.
Of course, a Technician Scizor would be nice, with a Base 90 Aerial Ace, Base 60 Quick Attack, Base 60 Pursuit, and a Base 52 Double Hit for breaking Subs.
That's beside the point. What I've been thinking is using Sub/Swarm to greatly increase Attack, while effectively stalling at the same time. There are a few options here.
So what I'm thinking is:

Swarm
Adamant: 236 HP, 136 Atk, 136 SDef
Swords Dance (or) Agility
Roost
Substitute
X-Scissor
This set would allow me to stall for a while as I build up my attack, and once both Salac and Swarm have activated, fight to the death with X-Scissor.
(or)
Build up Speed as I stall, waiting for Swarm and Liechi to activate, then go on an all out rampage with a Base 180 X-Scissor and enough speed to outrun plenty of threats.
The other possiblity I'm toying with is

With this, I'd set up the Toxic first, Sub/Roost while poison slowly drains the opponent, and after it dies or switches, U-Turn when the next Poke comes in, (provided both Swarm and Salac have activated) dealing it some quick damage with a Base of 157 thanks to STAB and Swarm.
