I recall a format used back during the days of the first generation, wherein a cap (180, for example) would be placed on a team, and sum of their levels was to be equal to or less than said cap.
While it may not have been the intention of its creators, this format offers a theoretically leveled playing field, wherein more powerful powerful contenders are subdued and weaker ones are brought in with comparable stats.
