Justification:

Cutiefly is the only Pokemon in LC that has Quiver Dance, so I didn,t want to remove the move. Instead, Cutiefly is now one of the physically frailest Pokemon in LC, every physical move it takes, will do a lot. This change is because IRL mosquitos are really frail, if you clap trying to kill them and miss, sometimes they are killed anyway just for the air movement your clap produces.
Additionally, while Quiver Dance stays, a lot of moves don,t: Protect removal means that First Impression and Fake Out will always damage Cutiefly, Nymble specifically will always OHKO. Rest removal is just for flavor reason, one of Cutiefly abilities prevents Sleep, so Cutiefly now doesn,t sleep at all. This fits for a mosquito, who are always more active at night. Being more a Bug than a Fairy, the strongest Fairy moves are also removed. Psychic removal means Cutiefly now is walled by almost all Poisons. Despite Moonblast and Dazzling Gleam being removed, Cutiefly still has Draining Kiss as Fairy STAB. Sticky Web removal doesn,t matter for now, since its banned, but maybe its unbanned later, so it should be a move that worse Mons than Cutiefly use.
Honey Gather won,t actually help Cutiefly too much (Eviolite will almost always be better(, its more a side help to Combee and Teddiursa. However, in some teams, specifically Screens, Cutiefly can get away with recovering health instead of being bulkier. It has to give up the other 2 abilities to do so.
Despite the nerf, Cutiefly is still a very dangerous set-up sweeper that can use Tera to beat its usual checks. It just has a harder time setting up and 3 whole types (Steel, Poison and Fire) that requite going Tera to avoid being walled.

Justification: Cutiefly loses access to its strongest tools in exchange for being able to reach the coveted 20 speed tier, forcing even voltorb to invest a bit more evs to try and outspeed it. The justification of reaching the same tier as voltorb is that its rocks weak, the newly added flying/poison/fire types force it to tera to make progress due to its poor coverage / lack of good fairy stab, no setup options and the fact that to reach the 20 speed tier it sacrifices a significant amount of its evs.

Hover - This Pokemon is immune to Ground; Gravity/Ingrain/Smack Down/Iron Ball nullify it, and on switch-in, this Pokemon avoids Stealth Rock.
Movepool: - Calm Mind, -Quiver Dance, -Psychic +Tail Glow
Justification: Cutiefly has grown a tail turning into a Mayfly (a fly with a tail), this in turn causes it to be slower (13 speed max so Trailblaze boosted can't outspeed Voltorb-Hisui. This also means that it's not as calm as it's more aggresive, losing Calm Mind and Quiver Dance as it's not as nimble. Psychic is another loss as otherwise, it can break Poison types, this forces it to be a Trick Room sweeper or a bulky setup Pokémon.

Custom Ability: Stall: The Pokemon always moves last but if it uses a status move, it will move twice in a single turn (deducting only 1 PP).

Justification:

Stall is an ability originally found just on Sableye. Its a bad ability that Sableye never uses. I looked the Pokedex entires of Shieldon and they all said things like these:
"It is outstandingly armored. As a result, it can eat grass and berries without having to fight."
"This Pokémon lived in primeval jungles. Few enemies would have been willing to square off against its heavily armored face, so it's thought. "
"Much remains unknown about this Pokémon, as few have ever seen it. However, we know that it is calm and dislikes conflict, and it enjoys polishing its face against trees and rocks."
Basically, this a Defensive Pokemon that doesn,t need to fight and doesn,t like to do it. Defensive Mons in LC tend to be worse, especially if they have a terrible defensive typing like Shieldon has. With the reworked Stall ability, Shieldon can do the following:
-Be back to full health in a single turn. Slack Off having just 8 PPs balances this.
-Be at +2 Attack and Defense with Curse in a single turn.
-Be at +4 Defense to use Body Press.
-Use Scary Face to put the enemy at -4 Speed.
-Use Screech to put the enemy at -4 Defense.
-Use Metal Sound to put the enemy at -4 Special Defense. All 3 of these are supposed to be used right before Shieldon dies.
-Swagger cheese to the fullest.
-Taunt bypassing Mental Herb (non existant in LC though).
-Roar phazing the opponent twice per turn.
-Sleep Talk attacking twice in a single turn.
With its enormous bulk and the new access to Slack Off, Shieldon can stick around and mess with opponents by using bizarre defensive tactics and even try to sweep with Body Press. Of course, the typing still sucks and Shieldon will require Tera to actually wall some things.

Justification: Rock fairy is pretty usable with a now sheer force boosted play rough to hit mons like the foo, while being resistant to dark type moves. Added speed to tie the foo, and outrun the pawn and we have a powerful breaker.

Justification: I was trying to see how to make Rock Steel work defensively but other than giving it a very complicated ability I could not see how to make a mon that could work with that typing, especially on a meta where the most common mon on teams takes advantage of it. So I did the opposite: I made Shieldon die harder. Reaching 24 hp with the right investment, Shieldon threatens pokémon with low hp to get killed when attacking it at full hp, resulting in interactions such as Mienfoo avoiding the high jump kick to not get killed back or Mudbray avoiding clicking Earthquake in front of its to not get lest without hp. This makes Shieldon into a decent hazard setter, capable of stopping sweeps in emergency situations by immensly chipping the sweeper to leave it in priority range or simply forcing progress with tools like Stealth Rocks, Spikes or Toxic.

Justification: Shiedon has a ton of common weaknesses, but the 4x fighting weakness really kills any viability the mon could have in the tier. However, what is often forgotten is how deep this pokemon's movepool is. Seriously why does it learn damn near every Special-attacking TM? By giving it a fighting immunity instead of a 4x weakness, it gives it an opportunity to come in vs mienfoo, which is for all intents and purposes every game. It’s 2x Weakness to water and 4x weakness to ground does not make it too much for most teams to deal with either.

Primordial Rage - This Pokemon's Attack is 1.2x however, it loses 1/10 its max HP after any damaging attack.
Movepool: +Rock Polish, +Raging Fury, +Flare Blitz, -Fire Punch
Justification: Cranidos has stumbled into a volcano, and while all the other dinosaurs died ~65 million years ago, the heat of the volcano molded it and protected it, but it's angry for it's fallen dinosaurs. I removed Fire Punch as forcing recoil would be a good way to KO it, Rock Polish can help to increase speed as it's so slow, but with a typing like that, it's hard to set up. Raging Fury and Flare Blitz respectively for 120 BP nukes, but with big drawbacks. The ability also makes Cranidos more easily to be chipped, as losing 1/10 of your max HP after you attack, (Life Orb esque) makes you a lot easier to take down. (use items like charcoal, rock incense, etc. to calc, i think it should be fine it just seems like a slower harder hitting hlithe)

Custom Ability: Swamp: Primordial Rain + Water Absorb.

Justification:

LC has no Drizzle Mons and seeing Psyduck with Nasty Plot means that if we want a Drizzle user, it has to be so terribly bad that it would basically be playing with 5 vs 6. Poliwag is unfortunately strong and fast enough to be such Drizzle user, so instead of putting Rain for teammates, it just puts Rain for itself, using the great Speed to break.
Outside of Speed Poliwag Stats are very mediocre. So, it now will learn Bulk Up and Calm Mind, allowing Poliwag to be a very versatile threat. It still has Belly Drum as an option to destroy slower teams with a good prediction. However, its frailty means that boosting is quite hard. Protect being removed allows Nymble to easily Revenge Kill Poliwag.

Justification: Simple buff to an old fella who hasn't kept well with the times. There's not much to say here, Wooper gets an actual attack stat so it can threaten stuff out, way more bulk so it can do its job better as well as a bit more speed so it isn't completely outsped by even the slowest mons in the meta. Its existence brings new life to grass types like toed, foongus and voltorb, while helping check the likes of h-growlithe, toxel, mareanie and Stunky

Justification: Croagunk has always been a very interesting pokemon to me just because of how versatile it is, but has always had no bulk to make use of its deep movepool. Fluffy hopes to rectify that without making it an impenetrable physical wall. Aura Sphere and Close Combat gives the mon better, but imperfect stab options.

Justification: has an actual movepool including a very strong draco as well as decent bulk which allows it to check stuff like grookey/voltorb/mudbray. fruitful may be a little memey considering it wants eviolite but in theory it does allow you to get stamina x2 or 50% reliable healing

After some feedback I got. The council have decided to not have slates running during the tournament. I did think about making 1 big slate for the tournament but that's still tbd.

Slate 4: The Battle Begins

We're excited to announce a Free-for-All Slate running alongside the tournament!
Each week you win in the tournament, you'll earn an extra vote to use on any specific submission for that week’s slate.
The winner of the tournament can add 1 Pokémon to the petmod for slate 5. (Council remain the rights to veto if needed)
Round 2: Voting opens for the forth slate with extra votes. The top 2 winners will be reworked and added to the mod. You can self vote yourself number one for this slate.
Slate 4 : Pokémon from Slate 4 won't be added until Round 4 of the tournament. This means Round 3 will still use Pokémon up to Slate 3.

Round 4: New Pokémon from Slate 4 will be introduced, and submitting Slate 5 will be with extra votes will begin!

Round 5: Voting for the slate opens with the extra votes, and the top 2 will be announced. You can self vote yourself number one for this slate.
Slate 5: These Pokémon will only be added for use if we reach the end of the tournament, or for any tiebreakers/playoffs, meaning Round 6 will still be played with Pokémon up to Slate 4.

Justification: Very Fast Cleaner. Noticed that there were no 20 speeds and thought would be a good addition. No pivoting makes it a momentum loss, but very powerful in the right team. Has to rely on tough claws boosted moves to deal any real damage though.

Justification: Blitzle is a sad mon with basically only electric and normal move options besides tera blast and below average stats. The new ability gives it the ability come in on strong electric types like voltorb and become a threat, while also allowing it to invest more in bulk if you want to attempt to hard counter electric types. The defense boosts let it it have serviceable defenses, combined with parabolic charge it can live for more that 1 turn. 10 spatk lets it hit 16 spatk with modest which is a slight boost but helps with the longevity combined with the defense boosts and parabolic charge. Overheat gives it a way to hit grass types but only once cause it can't boost its special attack without switching to an opponents electric move, and if big zebra can get it why can't little zebra. These changes don't aim to make Blitzle insane but more a different option or dealing with electrics, or an electric with less tera reliant options to threaten its checks.

It's time to introduce Drizzle in LC. Since Rain is a very strong style with a reliable setter, the Mon with Drizzle has to be very weak to compensate that, in order to have Rain teams playing almost with 5vs6. And there is not weaker Water Mon than Magikarp.
Magikarp has 4 terrible Stats, but actually has higher Defense than Mienfoo (reaching 15 with neutral nature, compared to Mienfoo's 14) and is faster too. This is before taking into account the second half of the ability, Swift Swim, which even without Speed investment, will mean Magikarp is outspeeding the whole meta.
In practice, the decent bulk doesn,t matter that much, since the HP is terrible and Magikarp will want to run Damp Rock most of the time instead of Eviolite.

I gave Magikarp back all the moves it ever had, except for 1. There were 2 moves that have been Dexited. I recovered one of them, Dragon Rage, and reworked it. It now deals 8 damage instead of 40, so it can be allowed in LC. Every Mon is able to take 2 Dragon Rages, some with investment can take 3 and Munchlax can do that without investment in HP, but with it, can take 4, this is before random Oran Berries or recovery moves/abilities. Fairies of course will take 0 damage. Dragon Rage will be the main tool to deal damage for Magikarp, but it shouldn,t be used recklessly, since without Eviolite, the fish will die to almost anything, so it shouldn,t take hits.

The other move that was Dexited is Bubble. I gave Magikarp Flip Turn instead of it, so it can escape quickly after setting the Rain. Magikarp has terrible defensive sinergy anyway with all Swift Swimmers, so it won,t be able to escape right to them.

Magikarp will give Rain a new life in LC, but won,t break the style due to being terrible by itself, even with the new (old) movepool additions.

Justification: Grubbin (as all other bug types lol) needs some love and I think this makes sense thematically. It already learns all the widespread electric moves and it could work well as a mixed attacker. With this new custom ability it will hit hard without it being overwhelming since it's still slow as shit. This actually becomes an advantage if you try to use it as a slow defensive pivot with Volt Switch. I also added a few slicing moves so it doesn't have to rely on X-Scissor all the time. Lastly, I removed Sticky Web just in case it gets unbanned in the future. Swords Dance just for the fun :)
