With an exceptional SpAtk score and mediocre defenses, this Pokemon is useful all around. I would suggest a special sweeper, but a wall is possible.

Set Comments: Shadow Ball is the best STAB move possible to Litwick, as it runs a Special Attack and can lower Special Defense. Flamethrower is the most obvious choice for a Fire-type move. However, if you want more power for less accuracy, Heat Wave is possible as well through breeding. Psychic is a useful move to take down Fighting-types that can’t affect Litwick well, and Energy ball targets Water-types. You can swap in Solarbeam, but Litwick isn’t likely to survive the delay.

Set Comments: Calm Mind is for raising Special Defense. After inflicting a status condition, Use Protect/Double Team to evade the attacks and start the countdown. Hex is better when a Status Condition has already been inflicted.
