I'm sorry, but what do you mean by this? There's nothing codified as far as I know for a Pokemon using a command that uses up more energy than they have with exception of specific circumstances like Endure. So basically, I just interpreted it in the best way possible - dividing whatever energy they had against how much energy is needed to pull off the attack.
That's correct, so yes.
The only case in which an action will not occur due to lack of energy is a combo.
I hope I didn't come off too sour there, but it was the difference between definite loss and possible victory.

Yep, you're right Alch - Simple doubles the actual stat. However, Woobat's ability description is outdated. Be sure to amend that if you haven't done so already.
