Not A Bug Lower level Pokemon deal less damage than higher level Pokemon with the same stats

What is the bug?
Not sure if it's actually a bug but i had a Zapdos-Galar and a Flamigo both holding life orb, both having 120 base power moves (brave bird and close combat) and nearly the same attack stat (237 for Zapdos, 236 for Flamigo) and for some reason the Zapdos was about to do way less damage to the Donphan in the screenshots than the Flamigo.
I'm not sure if it's a showdown bug or a showdex bug but i thought i should post it here as well just in case.

Are you able to replicate it? If so, how?
It was in random battles so no

Lvl 82 84 Atk Life Orb Flamigo Brave Bird vs. Lvl 84 84 HP / 84 Def Donphan: 130-153 (45.1 - 53.1%) -- 31.6% chance to 2HKO

The damage discrepancy here is mostly covered due to the level difference between gapdos and flamigo, as that is part of the damage formula. If you had a replay to share of this damage discrepancy that would be ideal, but I can only imagine something was set in your calc incorrectly such as burn.

I had no idea the level also counted for damage, i thought it only counted the attacking stat.
