Moves:

As you can see, the main point of the set is to use Hydro Pump which in Dynamax will set the rain after use. That means you basically have an access to a 165 BP move which will benefit from the rain, making it a powerful threat against lot of opponents. Water typing can be super effective, or at least neutral to lot of types, which leaves only few pokemon as a check for Dyna Magikarp.

Bounce is another option. Its paralysis affect can be useful, or if you want to finish an opponent while gaining a speed boost under dynamax.

Set Details:

252 SpA and Modest ensure that Magikarp will be able to inflict enough damages on neutral pokemons. It will for example deal around 40% on corsola galar holding eviolite, and is enough to revenge kill lot of opponents who wont switch because they don't expect it. Modest is used, and not timid, since 259 or 284 generally doesn't matter for outspeeding slow things. 259 is enough, and 284 isn't enough for outspeeding 100Speed Base stat pokemons. Specs are used to take the carp into a powerful monster, taking its special attack to 211, which is enough combined to hydro pump and the rain.

Usage tips:

I'd advise to use it in combination with U-turn or volt switch in order to place Magikarp easily on stage. Best usages would be to set it on a slower opponent to set the rain easily. Besides, you should take out the threats before using Magikarp for sweeping. If there are pokemons faster, you might want to set the rain before switching to magikarp. Better used with stealth rock to prevent scarf users.

Team Options:

Tapu Koko is a good partner for Magikarp, as it can set reflect and light screen for helping the bulk. Volt switch will let it retreat for Magikarp, and the latter will be able to revenge kill lot of threats that are used against tapu koko, like excadrill, mammoswine, or garchomp. Pelipper also is a good partner, as it can set the rain before letting Magikarp sweep, which lets the fish have 518 to 568 speed as soon as it enters the game.
